The expert who is advising this party on issues related to evacuatica time estimates agrees with the Staff's expert that off-site emergency plans are needed before one can conclude that evacuation time estimates have been properly prepared so as to assist protective action decisionmakers t and that this is particularly true in this case where, as the NRC Staff has again itself concluded, the Applican ts ' es timates are o "optinistic" and depend upon a level of traffic control the achieve =ent of which cannot be confirmed ~ in the absence of evacuation plans.
