SUMMARY

On October 23, 1998 (Reference 1), TVA provided a summary of the major activities completed during the Unit 3 Cycle 8 refueling outage. On Page 3 of the letter, TVA addressed seismic ruggedness of the Main Steam system piping beyond the Main Steam isolation valves. Specifically, it states that an evaluation and subsequent modifications were performed on the Main Steam system piping to ensure the integrity of the piping to the main condenser following a design basis seismic event.

While this statement is accurate regarding the purpose of the modifications, TVA did not intend to imply that all of the modifications necessary to establish seismic ruggedness were completed. During this refueling outage, TVA completed approximately 60 percent of the necessary modifications. TVA intends to complete the remaining modifications on the Main Steam system piping by spring of 2001, thus assuring compliance with the license condition issued with Amendment 214 of the BFN Unit 3 Operating License on September 8, 1998 (Reference 2).
