Date of Occurrence: 3/2/80 Time of Occurrence: 0I45 EST Unit 1 Identification and Description of Occurrence:
Particulate filters and charcoal cartridges were removed from plant vents as normally scheduled on March 2,1980, at approximately 0145 EST. The laboratory analyst was not aware of the analysis requirements for unit 2 shield building exhaust since the surveillance package did not contain unit 2 data sheets. There was no exhaust vent flow from unit 2 shield building for applicable sampling period (March 1, 1980, @ 1500 EST fjJart of fuel loadif[I until March 2,1980,
@ 0145 EST). The problem was discovered on March 12, 1980, during the review process.
Conditions Prior to Occurrence:
Unit 1 initial fuel loading in progress.
Action specified in the Technical Specification Surveillance Requirements met due to inoperable equipment. Describe.

Misunderstanding of surveillance requirements.
Analysis of Occurrence:
There was no hazard to the public health and safety.
