Dear Sir:

This letter is provided to clarify the referenced submittals concerning the re-quest for an amendment to the PVNGS Units 1, 2 and 3 Technical Specifications Section 6.8.1(o); CEA Symmetry Test Program implementation. In reference (A),

ANPP proposed a change that would exempt the initial cycle of operation from performing a CEA Symmetry Test and in its place perform an alternate test program during initial startup of Unit 3. Reference (B) proposed a change that would modify the note to section 6.8.1(o) to read "The Licensee shall perform, after each reload, either a CEA symmetry test or worth measurements of all full-length CEA groups to address Section 4.2.2 of the PVNGS SER dated November ll, 1981."

In a meeting held with Messrs. E. A. Licitra, L. I. Kopp (NRC) and ANPP personnel, the proposed Technical Specification changes were discussed. 'n a subsequent telephone conversation with Mr. M. Davis of your staff, it ate a single .,Technical Specification change for all three units, which would was agreed to incorpor-include the initial fuel load as well as each reload. The proposed change, as

~,< discussed for Units 1, 2 and 3, would now read: "The Licensee shall perform, after initial fuel load or after each reload, either a CEA symmetry test or worth measurements of all full-length CEA groups to address Section 4.2.2 of the PVNGS SER dated November ll, 1981."

Therefore, by this letter, we hereby request., that the proposed Technical Specifi-cation change as presented in reference (A) be cancelled and the Technical Spec-ification change as presented in reference (B) be amended to include Unit 3 as well as the wording agreed to in the telephone conversation with Mr. M. Davis (NRC), see attached marked-up Technical Specification page(s) for Units 1, 2 GIld 3 .

U.S. NRC Document Control Desk Technical Specification Change Clarification 00427 page 2 Pursuant to 10 CFR 50.91(b)(1), and by copy of this letter and attachments, we have notified the Arizona Radiation Regulatory Agency of this cancellation of the Unit 3 Technical Specification change request and the amending of the Unit 1 and 2 Technical Specification change to include Unit 3 and the proposed new wording.
