Palo Verde Nuclear Generating Station (PVNGS)

Unit 1 Docket No. STN 50-528 Proposed Amendment to Technical Specification Section 3/4.7.1, Under Exigent Circumstances File: 94-056-026 Arizona Public Service Company (APS) is requesting an amendment to PVNGS Unit 1 Technical Specification Section 3/4.7.1 under exigent conditions. The proposed Technical Specification amendment will add a note to Table 3.7-2. The note will allow continued operation during Unit 1, Cycle 5 at 100% Maximum Steady State Power Level with one main steam safety valve (MSSV) inoperable per steam generator. This note applies only during the current fuel cycle (Cycle 5) for Unit 1. Analysis shows that the reduction in relief capacity has no affect on the original accident analysis conclusions (no affect on peak secondary or reactor coolant system pressure) due to the time in core life.

Unit 1 is currently limited to 98.2% Maximum Steady State Power Level in accordance with ACTION a. of Limiting Condition for Operation 3.7.1.1.

APS has also reviewed NRC Information Notice 94-60, "Potential Overpressurization of Main Steam System" with regard to this amendment request. Since Unit 1 will be returned to 100% power, the concern addressed by the Information Notice does not affect this amendment request. APS Engineering also looked at the secondary system performance for the current Unit 1 condition (one MSSV inoperable per steam generator at 98.2% power) and determined that any pressure increase would not be significant and design limits would be maintained.
