Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 Proposed Amendment to Technical Specification Sections 1.29, 3/4.1.1, 3/4.3.1, 3/4.9.1, and 6.9.1 Pursuant to 10 CFR 50.90, Arizona Public Service Company (APS) submits herewith a proposed amendment to Technical Specification Sections 1.29, 3/4.1.1, 3/4.3.1, 3/4.9.1, and 6.9.1. The proposed amendment would clarify the shutdown margin definition, change the shutdown margin applicability and surveillance requirements to comply with safety analysis assumptions for subcritical inadvertent control element assembly withdrawal (UFSAR Section 15.4), and expand the applicability for core protection calculator (CPC) operability. In addition, the proposed amendment would add a reference to the Core Operating Limits Report for the MODE 6 refueling boron concentration limit. The proposed amendment would also change the power calibration requirements for the linear power level, the CPC delta T power, and CPC nuclear power signals to allow more conservative settings than presently required.

Administrative controls have been implemented to invoke the more restrictive requirements requested herein. Licensee Event Report (LER) 94-002-00 was submitted to the NRC via letter 192-00891, dated June 3, 1994, and supplemented with LER 94-002-01 via letter 192-00901, dated August 8, 1994, and LER 94-002-02 via letter 192-00910, dated October 28,1994, to address these differences between the safety analysis assumptions and the Technical Specifications.
