Palo Verde Nuclear Generating Station (PVNGS)

Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 Proposed Amendment to Bases for Technical Specification Section 3/4.7.5 File: 94-056-026 Arizona Public Service Company (APS) is requesting an amendment to the bases for Technical Specification 3/4.7.5. The proposed amendment willchange the bases for the ultimate heat sink (spray ponds) from providing a 27 day cooling water supply to providing a 26 day cooling water supply.

A review of the plant design bases revealed that the as-built essential spray pond system has a higher flow rate than originally assumed in the water supply calculation, resulting in a slightly greater projected water loss. This resulted in a change to the capacity ofthe UHS without makeup, as described in the bases for Technical Specification 3/4.7.5, from 27 days to 26 days.

Even with this change, the continuous capability of the heat sink to perform its safety function is still maintained, in accordance with the guidance of Regulatory Guide 1.27, Revision 2, "Ultimate Heat Sink for Nuclear Plants," January 1976.

APS has determined that the change to the capacity of the UHS involves a reduction in the margin of safety as

- defined in the bases for Technical Specification 3/4.7.5 and requires NRC review.

As an interim action, the spray pond level is being verified each shift, by manually measuring the water level, to ensure that the UHS has a 27 day capacity.

The required level for a 27 day supply cannot be maintained using the level indication in the Control Room due to instrument inaccuracy (i.e., the level would be at the top of the spray pond if level indication were relied on).

The change to 26 days maintains the existing level requirement in Technical Specification 3/4.7.5.
