Joseph M. Farley Nuclear Plant - Units 1 and 2 Proposed RWST/ Accumulators Boron Concentration Increase

~ Technical Specification Change The Farley Nuclear Plant emergency core cooling system (ECCS) boration capabilities are supplied by the refueling water storage tank (RWST) and accumulators. The boron supplied by these sources provides negative reactivity to shutdown the core for LOCA and non-LOCA accidents. The Farley Nuclear Plant Technical Specifications currently require that the RWST baron concentration be maintained between 2000 ppm and 2200 ppm, while the accumu-lator boron concentration must be maintained between 1900 ppm and 2200 ppm.

Farley Nuclear Plant is currently designing and operating 18-month fuel cycles with high energy requirements. The recent Unit 2 Cycle 5 reload design required an increase in the number of burnable absorbers from 592 to -

1120 to ensure subcriticality for the long-term cooling requirements of postulated LOCAs. In order to provide the necessary shutdown requirements for future reload cycle designs without the addition of excessive numbers of burnable absorbers, Alabana Power' Company proposes a technical specification change to increase the RWST boron concentration limits to 2300-2500 ppm and to increase the accumulator boron concentration limits to 2200-2500 ppm.

. The proposed technical specification changes are provided in Attachment 1.

Alabana Power Company has determined that the proposed changes do not involve a significant hazards consideration. In accordance with 10CFR50.'92, a significant hazards evaluation is provided as Attachment 2.

To support these proposed changes to the technical specifications, an evaluation of the impact of the increased boron concentration on LOCA and non-LOCA accident analyses, the post-LOCA bo.on precipitation analysis, the post-accident sump pH and equipment qualification, the RWST solubility limits, and plant chemistry has been performed. Attachment 3 provides the results of this evaluation.

Implementation of these proposed changes will' require batching the boron >

concentration of the RWST to the new limits and filling the accumulator with u

the RWST water volume. Since a gap' of 100. ppm exists between. the current .

l maximum limit and the proposed lower limit on the RWST boron concentration l

for Modes 1, 2, 3, and 4 (Specifications 3.1.2.6 and 3.5.5), Alabama Power _

Company requests that the proposed changes be approved for implementation during Modes 5 and 6 of the seventh refueling outage for Unit 1 and the- '

fifth: refueling outage for Unit 2. This will~be consistent with Specificatio'n 3.1.2.5(b), which does not contain an upper limit on the RWST -

boron concentration for Modes 5 and 6, and will prevent the plant from

  • entering a' limiting condition for operation just to implement the proposed changes.

Alabama Power Company is currently developing two Unit 1 Cycle 8 core designs. In order to te'rminate the design based on the current boron concentration limits'which requires an excessive number of' burnable absorbers, Alabama Power Company requests approval of these proposed. changes l' f

4 Committee has reviewed these proposed changes and the Nuclear Operations Review Board will review these proposed changes at a future meeting.

Pursuant to 10CFR170.21, the required License Amendment Application Fee of

$150.00 is enclosed. In accordance with 10CFR50.90, three signed originals j- and forty copies of these proposed changes are enclosed. A copy of these

proposed changes has also been sent to Mr. Dan Turner, the Alabama State Designee,inaccordancewith10CFR50.91(b)(1).
