PROPOSED IMPOSITION OF CIVIL PENALTY - $25,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Twenty-five Thousand Dollars
($25,000) will be issued on or about April 15, 1986 to Commonwealth Edison Company. This action involves the licensee's January 12, 1986 discovery that I    as a result of testing and maintenance activities, service water to the bearing i    oil cooler on the 18 auxiliary feedwater pump was isolated, rendering the pump inoperable for 22 days, in violation of plant technical specifications.
It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this action. The schedule of issuance and notification is:
Mailing of Notice                                April 15, 1986 Telephone Notification of Licensee              April 15, 1986 A news release has been prepared and will be issued about the time the licensee receives the Notice. The State of Illinois will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
l    Followir.g NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
