Farley Nuclear Plant - Units 1 and 2 Proposed Administrative Technical Specification Change Facility Operating Staff Working Hours Gentlemen:
Alabama Power Company desires to begin utilizing new operating staff manning schedules which entail 12-hour shifts comencirg on January 7, 1985. The new 12-hour shifts were agreed upon between Alabama Power Company and the I.B.E.W. during recent labor contract negotiations. This new shift scheduling is proposed to be implemented to simplify the current three shift rotation system. The use of 12-hour shifts will allow for only two shifts per day in lieu of the current three, thereby minimizing the potential for shift turnover errors. In addition, the maximum scheduled ntuber of consecutive days worked will be reduced from seven to five, more consecutive days off will be scheduled, and more days off per five week shift rotation will be realized. These changes are expected to increase operator morale and perfonnance thus enhancing plant safety.
It is requested that approval for this change be granted by December 31, 1984 to permit adequate time to complete the administrative changes necessary prior to the projected January 7,1985 implementation date.
Alabama Power Company recognizes that this requested approval date is not consistent with previous comitments for 3-6 months NRC review; however, due to the enhancement of administrative controls and resulting safety benefit, the reduced NRC review time is justified. At the present time the change to 12-hour shifts is to be implemented only for senior reactor operators, reactor operators, auxiliary operators and Shift Technical Advisors.
