3. Letter from J. P. O'Reilly to H. G. Parris dated April 29, 1980 In accordance with the provisions of 10 CFR Part 50.59, we are ene. losing 40 copies of a requested amendment to license DPR-77 to change the technical specifications of Sequoyah Nuclear Plant unit 1 (Enclosure 1).

Also enclosed is a justification to support the proposed change (Enclo-sure 2). The enclosed change consists of a modification to specification 3.4.10, " Reactor Coolant System - Structural Integrity," to permit plant heatup with an inoperable pipe hanger on the pressurizer relief line.

This change is similar to those submitted by TVA letter TVA-SNP-TS-3 (reference 2). As required by NRC-0IE Region II (reference 3), all hanger deficiencies must be resolved before initial criticality. There-fore, the requested change is applicable only during the period preceding initial criticality.

In accordance with the requirement of 10 CFR Part 170.22, we have deter-mined the proposed amendment to be Class-III. The classification is l
