Washington, D. C., 20555 After reading about the " dumping" of nuclear reactors in. less-developed countries and the related finam 4"o of such expensive schemes by the Export-Import 3ank of the United States (EXIM), I appeal to your reason and better judgenent to deny the licensing to Westinghouse (or any other American conpany) for exporting a nuclear reactor to the Phillipines.

Not only will this, if allowed, be a threat to economic and political stability in the Phillipines(poor and exploited enough already), but it will be an added burden to American taxpayers. The Phil11 pines Power Company energy study set the pricetag for nuclear power at $1500 per kilowatt, with geothermal power contrastingly set at $900 per kilowatt.

Furthernore, privately owned American banks, under the current setup, will be assured hefty profits while EXIM, supported by U.S. tares, =ay suffer losses if default occurs.

Westinghouse and other American companies have already profited too much at the expense of less-developed countries through exploiting cheap labor. I view this as another scheme to supply expensive energy to .

foreign built plants there while they continue to hire cheap Phillipino labor. 2 ides, nuclear energy is too unreliable and polluting in the long run, no natter where it is generated. It is particularly dangerous, potentially,,when located near faults and active volcanoes, as would be the case in the Phillipines.
