The Ccenissioners Nuclear Regulatory Comission \b O M.- E'^gMa ' ;/ 1717 H Street NW Washington, D.C. 20002 liMg / Gentlepersons: I am writing to i.~:plore and demand that ycu not grant a reactor export license to Westinghcuse Corporaticn for the reactor they plan to build in the Phillipines. There are so many reascns why this reactor shculd not be constructed there. It wculd be in an area near active volcanos, an active earthquake fault, and in an area subject to frequent tidal waves. In additien, the reac:cr is being actively cpposed by the Filipino pecple, even thcugh they risk imprisen .ent by speaking cut. At least 50,000 Filipinos have signed a petition opposing the con-structicn of the reactor. There is also a report of a $35 million bribe paid by Westinghouse to Philippine dictator Ferdinand Marcos' in-law and business partner Herminio Disini to ensure the purchase of the reactor. At a time when the people of the United States are increasingly beccming aware of the dangers inherent in nuclear pcwer, snd when no new reactors are being granted licenses in the U.S. , I find it reprehensible that the manufacturers of nuclear reactors are resorting to sales to developing countries which are largely run by dictators where the pecple have no say in such matters. It is ycur duty to protect these people and to 1cok at these applica:icas to export reactors at least as closely as ycu do to license applicatiens for plants in the U.5. Please ccnsider a mora:Oriua en expertation cf nuclear reacters at least as icng as we have such a mera:crium en licensing or cens:=ction pen :s here.
