20555 After reading about the > dumping of nuclear Acactors in less-developed countries and the related 'inancing of such expensive schemes by the Export-Import Bank of the United States (EXIM), I appeal to your reason and better judgement to deny the licensing to 'destinghouse (or any other American company) for exporting a nuclear reactor to the Phillipines.

Not only will this, if allowed, be a threat to economic an:1 political stability in the Phillipines(poor and exploited enough already), but it will be an added burden to American taxpayers. The Phillipines Power Company energy study set the pricetag for nuclear power at $1500 per kilowatt, with geothermal power contrastingly set at $900 per kilowatt.

Further= ore, privately owned American banks, under the current setup, will be assured hefty profits while EXIM, supported by U.S. taxes, =ay suffer losses if default occurs.

'destinghouse and other American companies have alroady profited too much at the expense of less-developed countries through exploiting cheap labor.

I view this as another scheme to supply expensive energy to foreign built plants there while they continue to hire cheap Phillipino labor.

Besides, nuclear energy is too unreliable and polluting in the long run, no matter where it is generated.

T' is particularly dangerous, potentially, when located near faults and actAve volcanoes, as would be the case in the Phillipines.

Nuclear proliferation is a threat to the worldwide security and peace, especially at a time when y easonable dictatorships are commonplace.

Mr. Hendrie, Wc, citizens of Australia, r.re deeply concerned abcut the nuclear pcwer plant teing built by Westinghouse Intcrnaticnal at Mereng, Bataan in the Philippines.

We have learned that cravo prcb1 cms acccmpany the nuclear plant:

the site is geclecically unstable the design has net undcrcene extensive review the questien of radicactive waste is still unanswered (4) the quality of constructicn is reportedly substandard and is causing sccial displacement of people (5) its cperaticn will not be ccencmically viable and the energy cenerated will not benefit the majcrity of the pocple.

Since Australia has promised to suraly uranium for this nuclear pcwcr plant, we feel a cemen responsibility for whatever negative effects the nuclear pk'^

will cause.

We, therefore, see the mye for a meratorium en nuclear pcwor as laudable ani!
