Oak Park, Illinois 60302.

February 20, 1980 John F. Ahearne, Chairman Nuclear Regulatory Commission Washington, D.C.

Dear Mr. Ahearne I am responding to the invitation of the Commission for public comment relating to the matter of the health, safety or environmental effects the proposed exports of a nuclear reactor to the Philippines by the Westinghouse Electric Corporation, would have on the surrounding com-munity.

The residents living near the Three Mile Island nuclear reactor and the residents near the Diablo Canyon nuclear reactor in California have been vocal in protesting the operation at those sites, because they know the constant threat to their health and safety.

The Philippine community near the Bataan nuclear reactor site plead for help in halting its construction, because they too know this threat. The conditions threatening the U.S. sites are present in the Philippines.

Theyn are aggravated by its location which adds the possibility of radio-active contanination due to natural catastrophes. Because we in the U.S.

can't solve our waste disposal problem, Filipinos a6cnize over this pro-blem also.

~

I commend you for hearing the voices of those whose only " vested interest" is concern for fellow world neighbors.

I urge you to make health and safety of nearby residents a prime consider-ation. I urge you to recommend refusal to license Westin6houe Electric.

for construction at Sataan as a result of this consideration.

C 0) Sincerely, POCKETED WM - j C ust# Charlene O. Muir
