Recently renegotiated and approved changes are contained in Amendments 8 & 9. Amendment 9 in turn incorporates safety related changes described in a document designated as Appendix 10. A copy of Appendix 10 is enclosed.

The principal features which may be of interest in Amendment 8 are as follows:

1. Upgraded spent fuel storage for 4 1/3 cores.
2. Deletion of part length control rods and addition of improved load following capability.
3. Deletion of plutonium fuel handling equipment.
4. Clarifies that all circulating water structu.res shall permit future construction of a second unit.

Excavation and shell structure for the second unit pump house are included.

5 Formalizes such things as the change from sea water to cooling tower as ultimate heat sink.

The principal features of interest in Amendment 9 in addition to those enumerated in Appendix 10, are as follows:

1. An article on Codes and Standards is amended to raad.

" Interpretation of codes and standards used by Westinghouse later than October 1, 1973 shall be consistent with interpretations used and accepted by the U.S. nuclear industry and used and accepted by Westinghouse for domestic nuclear power plants". 1 l

2. An article on revisions and extra work is amended to read:

"Should owner decide or should the Philippine Atomic Energy Commission require the cwner, at any time during construction or operational life of the unit, to incorporate any safety or operational improvemen ts developed in the future, Westinghouse shall upon specific request, furnish any required technical assistance, design hand-ware or installation efforts on the basis of the then prevailing commercial rates extended to all owners of Westinghouse pressurized reactor,"

3. Among the many changes to warranties, is one re quir ing Westinghouse to complete the plant within 52 months ,

from the effective date of amendment, which was 1 15 September 1980 (the date the work suspension order was lifted by President Marcos). Another provision provides for an incentive bonus depending upon the time (under 50 months) in which the plant is completed.
