With reference to the abovedescribed case, I have the honor to submit herewith the Comments of the National Power Corporation, an agency of the Philippine Government, in response to the NRC Order dated Februar/ 8,1980. These comments were received by telex at the Embassy today.

It is requested that due and proper consideration be given to the Comments with the end in view to the approval of the pertinent export licenses as soon as possible.
