COMMISSION TO STOP THE EXPORT LICENSE BY THE NRC TO THE PHILIPPINES.

WHEREAS the Westinghouse Corporation plans to build a nuclear power plant on Bataan peninsula in the Philippines, and WHEREAS this nuclear plant is to be located on an active volcano and geological fault lines, and WHEREAS despite these safety hazards, the US State Department has recommended the NRC grant Westinghouse an export license for this reactor, tusitsFORd, be it resolved that we, the undersigned, petition the NRC to hold open hearings on this question, and to refuse to grant an export license for this reactor to the Philippines.

Reactor Exports RE: THE DANGER TO FILIPINO AND AMERICAN LIVES SHOULD 'L%i:

WESTINGHCUSE ELECTRIC CORPCRATION APPLICATIONS FOR NUCLEAR EXPCRT LICENSES TO THE PHILIPPINES BE APPROVED Gentlemen:

The Philippine nuclear plant (PNPP-1) is pla6ued with sitin6, reactor desi 6n, environmental, htiman riants, and socio-economic problems. Especially alar =ing is the NRC staff critique of PNPP-1:

a. the plant is located 5 miles from a volcano which is active accordin6 to NRC standards;
b. the area has a lon6 history of intense seismic activity; (NRC still has to accept Westin6 house earthquake design for h16h seismic areas)*
c. the orientation of the PNPP-1 turbine generator presents unacceptable safety riaks;
d. the plant is 10 miles from the U.S. Subic Naval Base (where 8,000 Americans residel*

Since they know that they are 6ettin6 a nuclear lemen ard that FNPP-1 has a strong potential of being more disastrous than the

"'hree Mile Island accident, 50,000 Filipinos have risted harassment, interrogations and/,or torture to s1 6n petitions to President Xarcos urgin6 for the cancellation of PNFP-1. Furthermore, more than 6,000 Fuipinos have also si6ned petitions to the U.S. NRC urgin6 the denial of export licenses to Westin6 house. ,

Eventhou6h American lives are threatened by PNPP-1 and spent fuel from the Philippine reactor is likely to be returned to the U.S.,

no full Environmental Impact Statements (EIS) and no detailed health and safety analysis, similar to that done for the licensin6 of U.S.

domestic reactors, has or is being done by the NRC. This is a violation of the Atomic Energy Act of 1954 as amended.
