The report was submitted on the Unit 1 docket, as is the practice for reporting of events that are non physical plant and not unit-specific, such as security events. The NRC daily report of the event indicated that Unit 2 was at full power. Unit 2 is shut down for its refueling outage. Follow-up information from the NRC Senior Resident Inspector provided at the May 25, 2005, Weekly Debrief Meeting:
The NRC event report indicated that Unit 2 was at full power although Unit 2 was shut down for its refueling outage. The Duty Officer filled out the event report based on the verbal information (i.e., he did not wait for the faxed report). The recording of the conversation between Point Beach and the Duty Officer was listened to again, and it was confirmed that the Point Beach caller actually stated that Unit 2 was at 100% power. (a communication error from our end)
Immediate Action Taken: 5/18/2005 10:59:43 AM - FLENTJE, FRITZIE:
Discussed with PBNP NRC Senior Resident Inspector. Item was also noted by NRC during daily phone call. NRC will follow up with Operations Center.
