A site fire brigade of at least 5 members shall be maintained onsite at all times. The fire brigade shall not include 3 members of the minimum shift crew necessary for safe shutdown of the unit or any personnel required for other essential functions during a fire emergency.
: f.       The amount of overtime worked by plant staff members performing safety-related functions must be limited in accordance with NRC Policy Statement on working hours (Generic Letter 82-12).
The Shift Supervisor, Assistant Shift Supervisor, and Unit Supervisor shall hold a Senior Operator License.
The Operations Superintendent shall meet one of the following: (a) hold a Senior Operator License at Cook Nuclear Plant or similar reactor, or (b) have held a Senior Operator License at Cook Nuclear Plant or similar reactor, or (c) have been certified for equivalent senior operator knowledge, or (d) have plant operational knowledge consistent with the requirements of the Operations Superintendent job. An individual qualified in radiation protection procedures shall be on site when fuel is in the reactor.
All CORE ALTERATIONS shall          be directly supervised by a licensed Senior Operator trained or qualified in refueling and CORE ALTERATIONS (SO-CA) who has no other concurrent responsibilities during this operation.
: e.        A site fire brigade of at least 5 members shall be maintained onsite at all times. The fire brigade shall not include 3 members of the minimum shift crew necessary for safe shutdown of the unit or any personnel required for other essential functions during a fire emergency.
The amount of overtime worked by plant staff members performing safety-related functions must be limited in accordance with NRC Policy Statement on working hours (Generic Letter 82-12).
The Shift Supervi'sor, Assistant Shift Supervisor, and Unit Supervisor shall hold a Senior Operator License.
The Operations Superintendent shall meet one. of the following: (a) hold a Senior Operator License at Cook Nuclear Plant or similar reactor, or (b) have held a Senior Operator License at Cook Nuclear Plant or similar reactor, or (c) have been certified for equivalent senior operator knowledge, or (d) have plant operational knowledge consistent with the requirements of the Operations Superintendent job. If the Operations Superintendent does not hold a Senior Operator License, then an operations middle manager shall hold a Senior Operator License.
The individual qualified in radiation protection procedures and the composition of the fire brigade may be less than the minimum requirements for a period of time not to exceed 2 hours, in order to accommodate unexpected absence provided immediate action is taken to fill the required positions.

COMPOSITION 6.5.1.2 The PNSRC shall be composed of Assistant Plant Managers, Department Superintendents, or supervisory personnel reporting directly to the Site Vice President/Plant Manager, Assistant Plant Managers or Department Superintendents. The membership shall represent the functional areas of the plant, including, but not limited to Operations, Technical Support, Licensing, Maintenance and Radiation Protection.
The PNSRC membership shall consist of at least one individual from each of the areas designated. All members, including the Chairman and his alternates, the members and their alternates, shall be designated by the Site Vice President/Plant Manager.
PNSRC members and alternates shall meet or exceed the minimum qualifications of ANSI N18.1-1971 Section 4.4 for comparable positions. The nuclear power plant operations individual shall meet the qualifications of Section 4.2.2 of ANSI N18.1-1971 except for the requirement to hold a current Senior Operator License. The operations individual shall meet the requirements as specified in Section 6.2.2.h.

6.5 REVIEW AND AUDIT 6.5.1 PLANT NUCLEAR SAFETY REVIEW COMMITTEE PNSRC FUNCTION 6.5.1.1 The PNSRC shall function to advise the Site Vice President/Plant Manager, or designee, on all matters related to nuclear safety.

COMPOSITION 6.5.1.2 The PNSRC shall be composed of Assistant Plant Managers, Department Superintendents, or supervisory personnel reporting directly to the Site Vice President/Plant Manager, Assistant Plant Managers or Department Superintendents. The membership shall represent the functional areas of the plant, including, but not limited to Operations, Technical Support, Licensing, Maintenance and Radiation Protection.

The PNSRC membership shall consist of at least one individual from each of the areas designated. All members, including the Chairman and his alternates, the members and their alternates, shall be designated by the Site Vice President/Plant Manager.

PNSRC members and alternates shall meet or exceed the minimum qualifications of ANSI N18.1-1971 Section 4.4 for comparable positions. The nuclear power plant operations individual shall meet the qualifications of Section 4.2.2 of ANSI N18.1-1971 except for the requirement to hold a current Senior Operator License. The operations individual shall meet the requirements as specified in Section 6.2.2.h.

The maintenance individual shall meet the qualifications of Section 4.2.3 of ANSI N18.1-1971.

6.0 ADMINISTRATIVECONTROLS 6.1 RESPONSIBILITY 6.1.1 The Plant Manager shall be responsible for overall facility opemion and shall delegate in writing the succession to this responsibility during his absence.

6.1.2 The Shif't Supervisor (or during his absence from the control mom complex, a desi@+ted individual) shall be responsible for the control room command funcrion. A management directive to this effect signed by the Vice President - Nuclear Operations shall be reissued to aH station personnel on an annual basis.

6.2 ORGANIZATION ONSITE AND OFFSITE ORGANIZATIONS 6.2.1 Onsite and offsite organizations shaH be established for unit operarion and corporate management, respecrively. The onsite and offsite organizations shall include the positions for activiues affecting the safety of the nuclear power plant.

Lines of authority, responsibility, and communication shall be established and defined for the highest management level through intermediate levels to and including aH operating organization positions. These relationships shaH be documented and updated, as appropriate, in the form oi organizational charts. These organizational charts willbe documented in the UFSAR and updated in accordance with 10 CFR 50.71(e).

b. The Plant Manager shall be responsible for ovetall unit safe operon and shall have control over those onsite activiries necessary for safe operation and maintenance of the plant.

C. The Vice President - Nuclear Opemions shall have corporate responsibility for overall plant nuclear safety and shall take any measures needed to ensure acceptable performance oi the staif in operaring, maintaining, and providing technical support to the plant to ensure nuclear safety.

d. The individuals who train the operating staff and those who carry out health physics and quality assurance functions may report to the appropriate onsite manager; however, they shall have sufficient organizational freafom to ensure their independence f'mm operaung pressures.

a. Each on duty shift shall be composed of at least the minimum shift crew composition shown in Table 6.2-1.

At least one licensed Operator shall be in the control room when fuel is in the reactor. In addition, while the unit is in Mode 1, 2, 3, or 4, at least one licensed Senior Operator shall be in the control room.

An individual qualified in radiation protection procedures shall be on site when fuel is in the reactor.

All CORE ALTERATIONS shall be directly supervised by a licensed Senior Operator trained or qualified in refueling and CORE ALTERATIONS (SO-CA) who has no other concurrent responsibilities during this operation.

e. A site fire brigade of at least 5 members shall be maintained onsite at all times. The fire brigade shall not include 3 members of the minimum shift crew necessary for safe shutdown of the unit or any personnel required for other essential functions during a fire emergency.

The amount of overtime worked by plant staff members performing safety-related functions must be limited in accordance with NRC Policy Statement on working hours (Generic Letter 82-12).

The Shift Supervi'sor, Assistant Shift Supervisor, and Unit Supervisor shall hold a Senior Operator License.

The Operations Superintendent shall meet one. of the following: (a) hold a Senior Operator License at Cook Nuclear Plant or similar reactor, or (b) have held a Senior Operator License at Cook Nuclear Plant or similar reactor, or (c) have been certified for equivalent senior operator knowledge, or (d) have plant operational knowledge consistent with the requirements of the Operations Superintendent job. If the Operations Superintendent does not hold a Senior Operator License, then an operations middle manager shall hold a Senior Operator License.

The individual qualified in radiation protection procedures and the composition of the fire brigade may be less than the minimum requirements for a period of time not to exceed 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />, in order to accommodate unexpected absence provided immediate action is taken to fill the required positions.

6.0 ADMINISTRATIVECONTROLS 6.3 FACILITYSTAFF UALIFICATIONS 6.3.1 Each member of the facility staff shall meet or exceed the minimum qualifications of ANSI N18.1-1971 for comparable positions, except for (1) the Plant Radiation Protection Manager, who shall meet or exceed qualifications of Regulatory Guide 1.8, September 1975, (2) the Shift Technical Advisor, who shall have a bachelor's degree or equivalent in a scientific or engineering discipline with specific training in plant design, and response and analysis of the plant for transients and accidents and, (3) the Operations Superintendent, who must meet the requirements as specified in Section 6.2.2.h.

6.4 TRAINING 6.4.1 A retraining and replacement training program for the facility staff shall be maintained under the direction of the Training Manager and shall meet or exceed the requirements and recommendations of Section 5.5 of ANSI N18.1-1971 and 10 CFR Part 55.
