ACCEPTANCE REVIEW-(LAR)-NORTH ANNA POWER STATION, UNITS 1 AND 2, LAR,PERMANENT FIFTEEN-YEAR TYPE A TEST INTERVAL (TAC MF4332 AND MF4333)By letter dated June 30, 2014 (ADAMS Accession NO. ML14183B318), Virginia Electric and Power Company (Dominion) submitted a license amendment request to revise the NAPS Units 1 and 2 Technical Specifications (TS). Specifically, TS 5.5.15, "Containment Leakage Rate Testing Program," by replacing the reference to Regulatory Guide (RG) 1.163 with a reference to Nuclear Energy Institute (NEI) topical report NEI 94-01, Revision 3-A, as the implementation document used to develop the North Anna performance-based leakage testing program in accordance with Option B of 10 CFR 50, Appendix J. Revision 3-A of NEI 94-01 describes an approach for implementing the optional performance-based requirements of Option B, including provisions for extending the Type A primary containment integrated leak rate test (ILRT) intervals to fifteen years and the Type C local leak rate test intervals to 75 months, and incorporates the regulatory positions stated in RG 1.163. The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this proposed amendment. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plants.

The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staff's ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
