Pursuantto10CFR50.90,VirginiaElectricandPowerCompany(DominionEnergy Virginia)proposeschangestotheNorthAnnaPowerStation(NAPS)Units1and2 OperatingLicenses(OLs)andTechnicalSpecifications(TS)toadoptTSTF-577,Rev.1, "RevisedFrequenciesforSteamGeneratorTubeInspections."TheTSrelatedtosteam generator(SG)tubeinspectionsandreportingarebeingrevisedbasedonoperating history.
TheproposedchangesrevisetheTSrelatedtoSGtubeinspectionandreporting requirements:intheAdministrativeControlssectionoftheTS.Specifically,theNAPS Units1and2TSarebeingrevisedtodefineanew,fixedSGtubeinspectionfrequency ofatleastevery96effectivefullpowermonths(EFPMs)andtoreviseinspectionperiod requirements.Thenewinspectionperiodstartsaftera100%inspectionofallSGtubes hasbeenperformedduringasingleoutage(pastorfuture),whichwascompletedfor NAPSUnits1.and2duringthespring2018andspring2019refuelingoutages(RFOs),
respectively.ThecurrentTSrequirementtoperformaninspectionafteracrackisfound within,"24effectivefullpowermonthsoronerefuelingoutage(whicheverresultsin morefrequentinspections),"isalsobeingrevisedtorequireaninspectionduringthe nextRFO.Finally,theproposedchangerearrangestheexistingreportingrequirements inTS5.6.7forclarity.
 
2.0ASSESSMENT 2.1ApplicabilityofSafetyEvaluation DominionEnergyVirginiahasreviewedthesafetyevaluationforTSTF-577,Rev.1, providedtotheTechnicalSpeci'ficationsTaskForceinaletterdatedApril14,2021 evaluation(ADAMSAccessiontheinformationNo.ML21'098A188).inThisTSTF-577,reviewRev.included1AsthedescribedNRCinstaff'sthe subsequentandparagraphs,DominionprovidedEnergyVirginiahasconcludedthatthejustifications
 
presentedinTSTF-577,Rev.1,andthesafetyevaluationpreparedbytheNRCstaff areapplicabletoNAPSUnits1and2andjustifythisamendmentfortheincorporationof thechangesintotheNAPSTS.
ThecurrentSGTSrequirementsarebasedonTSTF-510,"RevisiontoSteam GeneratorProgramInspectionFrequenciesandTubeSampleSelection."BothNAPS Units1and2SGshaveAlloy690thermallytreated(Alloy690TT)tubes.Thecurrent DocketSerialNos.:No.:50-338/33921-214 PageEnclosure2of4
 
inspectionperiodfollowingimplementationofTSTF-577,Rev.1,willbeestablishedas beginninginMarch2018forNAPSUnit1andMarch2019forNAPSUnit2.Dominion EnergyVirginiawillsubmitaSGTubeInspectionReportmeetingtherevisedTS5.6.7 requirementswithin30daysafterimplementationofthelicenseamendment.
 
2.2Variations DominionEnergyVirginiaisnotproposinganytechnicalvariationsordeviationsfrom theTSchangesdescribedinTSTF-577,Rev.1,ortheapplicablepartsoftheNRC staff'ssafetyevaluationdatedApril14,2021.(ADAMSAccessionNo.ML21098A188).
TheNAPSTSutilizedifferentnumberingthantheStandardTechnicalSpecificationson whichTSTF-577,Rev.1,wasbased.Specifically,the"SteamGenerator(SG)Program" TSTF.isnumberedThisdifference5.5.8intheisadministrativeNAPSUnits1andanddoes2TSnotratheraffectthanthe5.5.9applicabilityasstatedofTSTF-inthe
 
577,Rev.1,totheNAPSUnits1and2TS.
TheNAPSUnits1and2TScontainsarequirementthatdiffersfromtheStandard TechnicalSpecificationsonwhichTSTF-577,Rev.1,wasbasedbutisencompassedin theTSTF-577,Rev.1,justification.Specifically,NAPSUnits1and2TS5.5.8,"Steam Generator(SG)Program,"itemb.2,states,"Leakageisnottoexceed1gpmforall SGs,"ratherthan,"Leakageisnottoexceed1gpmperSG;"however,theNAPSTS requirementforSGleakageismoreconservativeandisthereforeacceptable.
 
3.0REGULATORYANALYSIS 3.1NoSignificantHazardsConsiderationAnalysis DominionEnergyVirginiarequestsadoptionofTSTF577,Rev.1,"Revised FrequenciesforSteamGeneratorTubeInspections."TheTechnicalSpecifications(TS) relatedtosteamgeneratortubeinspectionsandreportingaresignifi'cantrevisedbasedon operatinghistory.DominionEnergyVirginiahasevaluatedifahazards considerationisinvo'Ivedwiththeproposedamendment(s)byfocusingbnthethree standardssetforthin10CFR50.92,"Issuanceofamendment,"asdiscussedbelow:

arenotaninitiatortoasteamgeneratortuberuptureaccident,oranyother accidentpreviouslyevaluated.Asaresult,theprobabilityofanyaccident previouslyevaluatedisnotsignificantlyincreased.TheSGtubesinspectedby theSGProgramcontinuetoberequiredtomeettheSGProgramperformance criteriaandtobecapableofperforminganyfunctionsassumedintheaccident analysis.Asaresult,theconsequencesofanyaccidentpreviouslyevaluatedare notsignificantlyincreased.
Therefore,theproposedchangedoesnotinvolveasignificantincreaseinthe probabilityorconsequencesofanaccidentpreviouslyevaluated.
 
2.Doestheproposedamendmentcreatethepossibilityofanewordifferentkindof accidentfromanyaccidentpreviouslyevaluated?
Response:No.
Theproposedchangerevisestheinspectionfrequenciesforsteamgenerator tubeinspectionsandassociatedreportingrequirements.Theproposedchange doesnotalter:thedesignfunctionoroperationoftheSGsortheabilityofanSG toperformthe'designfunction.TheSGtubescontinuetoberequiredtomeetthe SGProgramperformancecriteria.Theproposedchangedoesnotcreatethe possibilityofanewordifferentkindofaccidentduetocrediblenewfailure mechanisms,malfunctions,oraccidentinitiatorsthatarenotconsideredinthe designandlicensingbases.
Therefore,theproposedchangedoesnotcreatethepossibilityofanewor differentkindofaccidentfromanyaccidentpreviouslyevaluated.
 
3.Doesthe.proposed.amendmentinvolveasignificantreductioninamarginof safety?
Response:'No.
The roposedchangerevisestheinspectionfrequenciedforsteamgenerator tubeinspectionsandassociatedreportingrequirements.Theproposedchange doesnotchangeanyofthecontrollingvaluesofparametersusedtoavoid exceedingregulatoryorlicensinglimits.Theproposedchangedoesnotaffecta designbasisorsafetylimit,oranycontrollingvalueforaxparameter*established inthe'UFSARorthelicense.

Therefore,theproposedchangedoesnotinvolveasignificantreductionina marginofsafety.
Basedontheabove,DominionEnergyVirginiaconcludesthattheproposedchange presentsnosignificanthazardsconsiderationunderthestandardssetforthin10CFR 50.92(c),and,accordingly,afindingof"nosignificanthazardsconsideration"isjustified.
 
3.2Conclusion Inconclusion,'basedontheconsiderationsdiscussedabove,(1)thereisreasonable assurancethatthehealthandsafetyofthepublicwillnotbeendangeredbyoperationin theproposedmanner,(2)suchactivitieswillbeconductedincompliancewiththe Commission5sregulations,and(3)th'eissuanceoftheamendmentwillnotbeinimicalto thecommon2defenseandsecurityortothehealthandsafetyofthepublic.
 
4.0ENVIRONNIENTALEVALUATION A reviewhasdete:rminedthattheproposedamendmentwouldchangearequirement withrespectoto,.installationoruseofafacilitycomponentlocatedwithintherestricted area,asdefinedTin10CFR20,orwouldchangeaninspectionorsurveillance requirement.KHowe.verctheproposedamendmentdoesnotinvolve:
(i)asignificanthazardsconsideration, (ii)effluentsasignificantchangeminthatmay:bereleasedthe.typesoffsite,oraorsignificantincreaseintheamountsofany (iii)asinificant'increase'inindividualorcumulativeoccupationalradiation exposure.
Accordingly,itheproposedamendmentmeetstheeligibilitycriterionforcategorical

1.0DESCRIPTION

Pursuantto10CFR50.90,VirginiaElectricandPowerCompany(DominionEnergy Virginia)proposeschangestotheNorthAnnaPowerStation(NAPS)Units1and2 OperatingLicenses(OLs)andTechnicalSpecifications(TS)toadoptTSTF-577,Rev.1, "RevisedFrequenciesforSteamGeneratorTubeInspections."TheTSrelatedtosteam generator(SG)tubeinspectionsandreportingarebeingrevisedbasedonoperating history.

TheproposedchangesrevisetheTSrelatedtoSGtubeinspectionandreporting requirements:intheAdministrativeControlssectionoftheTS.Specifically,theNAPS Units1and2TSarebeingrevisedtodefineanew,fixedSGtubeinspectionfrequency ofatleastevery96effectivefullpowermonths(EFPMs)andtoreviseinspectionperiod requirements.Thenewinspectionperiodstartsaftera100%inspectionofallSGtubes hasbeenperformedduringasingleoutage(pastorfuture),whichwascompletedfor NAPSUnits1.and2duringthespring2018andspring2019refuelingoutages(RFOs),

respectively.ThecurrentTSrequirementtoperformaninspectionafteracrackisfound within,"24effectivefullpowermonthsoronerefuelingoutage(whicheverresultsin morefrequentinspections),"isalsobeingrevisedtorequireaninspectionduringthe nextRFO.Finally,theproposedchangerearrangestheexistingreportingrequirements inTS5.6.7forclarity.

2.0ASSESSMENT 2.1ApplicabilityofSafetyEvaluation DominionEnergyVirginiahasreviewedthesafetyevaluationforTSTF-577,Rev.1, providedtotheTechnicalSpeci'ficationsTaskForceinaletterdatedApril14,2021 evaluation(ADAMSAccessiontheinformationNo.ML21'098A188).inThisTSTF-577,reviewRev.included1AsthedescribedNRCinstaff'sthe subsequentandparagraphs,DominionprovidedEnergyVirginiahasconcludedthatthejustifications

presentedinTSTF-577,Rev.1,andthesafetyevaluationpreparedbytheNRCstaff areapplicabletoNAPSUnits1and2andjustifythisamendmentfortheincorporationof thechangesintotheNAPSTS.

ThecurrentSGTSrequirementsarebasedonTSTF-510,"RevisiontoSteam GeneratorProgramInspectionFrequenciesandTubeSampleSelection."BothNAPS Units1and2SGshaveAlloy690thermallytreated(Alloy690TT)tubes.Thecurrent DocketSerialNos.:No.:50-338/33921-214 PageEnclosure2of4

inspectionperiodfollowingimplementationofTSTF-577,Rev.1,willbeestablishedas beginninginMarch2018forNAPSUnit1andMarch2019forNAPSUnit2.Dominion EnergyVirginiawillsubmitaSGTubeInspectionReportmeetingtherevisedTS5.6.7 requirementswithin30daysafterimplementationofthelicenseamendment.

2.2Variations DominionEnergyVirginiaisnotproposinganytechnicalvariationsordeviationsfrom theTSchangesdescribedinTSTF-577,Rev.1,ortheapplicablepartsoftheNRC staff'ssafetyevaluationdatedApril14,2021.(ADAMSAccessionNo.ML21098A188).

TheNAPSTSutilizedifferentnumberingthantheStandardTechnicalSpecificationson whichTSTF-577,Rev.1,wasbased.Specifically,the"SteamGenerator(SG)Program" TSTF.isnumberedThisdifference5.5.8intheisadministrativeNAPSUnits1andanddoes2TSnotratheraffectthanthe5.5.9applicabilityasstatedofTSTF-inthe

577,Rev.1,totheNAPSUnits1and2TS.

TheNAPSUnits1and2TScontainsarequirementthatdiffersfromtheStandard TechnicalSpecificationsonwhichTSTF-577,Rev.1,wasbasedbutisencompassedin theTSTF-577,Rev.1,justification.Specifically,NAPSUnits1and2TS5.5.8,"Steam Generator(SG)Program,"itemb.2,states,"Leakageisnottoexceed1gpmforall SGs,"ratherthan,"Leakageisnottoexceed1gpmperSG;"however,theNAPSTS requirementforSGleakageismoreconservativeandisthereforeacceptable.

3.0REGULATORYANALYSIS 3.1NoSignificantHazardsConsiderationAnalysis DominionEnergyVirginiarequestsadoptionofTSTF577,Rev.1,"Revised FrequenciesforSteamGeneratorTubeInspections."TheTechnicalSpecifications(TS) relatedtosteamgeneratortubeinspectionsandreportingaresignifi'cantrevisedbasedon operatinghistory.DominionEnergyVirginiahasevaluatedifahazards considerationisinvo'Ivedwiththeproposedamendment(s)byfocusingbnthethree standardssetforthin10CFR50.92,"Issuanceofamendment,"asdiscussedbelow:

arenotaninitiatortoasteamgeneratortuberuptureaccident,oranyother accidentpreviouslyevaluated.Asaresult,theprobabilityofanyaccident previouslyevaluatedisnotsignificantlyincreased.TheSGtubesinspectedby theSGProgramcontinuetoberequiredtomeettheSGProgramperformance criteriaandtobecapableofperforminganyfunctionsassumedintheaccident analysis.Asaresult,theconsequencesofanyaccidentpreviouslyevaluatedare notsignificantlyincreased.

Therefore,theproposedchangedoesnotinvolveasignificantincreaseinthe probabilityorconsequencesofanaccidentpreviouslyevaluated.

2.Doestheproposedamendmentcreatethepossibilityofanewordifferentkindof accidentfromanyaccidentpreviouslyevaluated?

Response:No.

Theproposedchangerevisestheinspectionfrequenciesforsteamgenerator tubeinspectionsandassociatedreportingrequirements.Theproposedchange doesnotalter:thedesignfunctionoroperationoftheSGsortheabilityofanSG toperformthe'designfunction.TheSGtubescontinuetoberequiredtomeetthe SGProgramperformancecriteria.Theproposedchangedoesnotcreatethe possibilityofanewordifferentkindofaccidentduetocrediblenewfailure mechanisms,malfunctions,oraccidentinitiatorsthatarenotconsideredinthe designandlicensingbases.

Therefore,theproposedchangedoesnotcreatethepossibilityofanewor differentkindofaccidentfromanyaccidentpreviouslyevaluated.

3.Doesthe.proposed.amendmentinvolveasignificantreductioninamarginof safety?

Response:'No.

The roposedchangerevisestheinspectionfrequenciedforsteamgenerator tubeinspectionsandassociatedreportingrequirements.Theproposedchange doesnotchangeanyofthecontrollingvaluesofparametersusedtoavoid exceedingregulatoryorlicensinglimits.Theproposedchangedoesnotaffecta designbasisorsafetylimit,oranycontrollingvalueforaxparameter*established inthe'UFSARorthelicense.

Therefore,theproposedchangedoesnotinvolveasignificantreductionina marginofsafety.

Basedontheabove,DominionEnergyVirginiaconcludesthattheproposedchange presentsnosignificanthazardsconsiderationunderthestandardssetforthin10CFR 50.92(c),and,accordingly,afindingof"nosignificanthazardsconsideration"isjustified.

3.2Conclusion Inconclusion,'basedontheconsiderationsdiscussedabove,(1)thereisreasonable assurancethatthehealthandsafetyofthepublicwillnotbeendangeredbyoperationin theproposedmanner,(2)suchactivitieswillbeconductedincompliancewiththe Commission5sregulations,and(3)th'eissuanceoftheamendmentwillnotbeinimicalto thecommon2defenseandsecurityortothehealthandsafetyofthepublic.

4.0ENVIRONNIENTALEVALUATION A reviewhasdete:rminedthattheproposedamendmentwouldchangearequirement withrespectoto,.installationoruseofafacilitycomponentlocatedwithintherestricted area,asdefinedTin10CFR20,orwouldchangeaninspectionorsurveillance requirement.KHowe.verctheproposedamendmentdoesnotinvolve:
