NORTH ANNA POWER STATION UNITS 1 AND 2 ANNUAL SUBMITTAL OF TECHNICAL SPECIFICATION BASES CHANGES PURSUANT TO TECHNICAL SPECIFICATION 5.5.13.d Pursuant to T~chnical Specification 5.5.13.d, "Technical Specifications (TS) Bases Control Program," Dominion Energy Virginia hereby submits changes to the Bases of the Technical Specifications implemented during the period of October 1, 2021, through September 30, 2022. A summary of these TS Bases changes is provided in the Attachment to this letter. Enclosed is an electronic copy (CD) of the entire TS Bases through Revision 69 for your information.

  • Bases changes to the Technical Specifications that were submitted to the NRC for information with their associated License Amendment Request (LAR.) transmittals, submitted pursuant to .10 CFR 50.90, were reviewed, and approved with the LAR by the Facility Safety Review Committee. These TS Bases changes have been implemented with the respective approved License Amendments. A summary of these TS Bases changes associated with License Amendments is also provided *in the Attachment to this letter..

NORTH ANNA POWER STATION UNITS 1 AND 2

Serial No. 21---304 Docket Nos.: 50-338/339 Attachment Page 1 of 1 TS BASES CHANGES ASSOCIATED WITH LICENSE AMENDMENTS TS Bases 3.1.8, Primary Grade Water Flow Path Isolation Valves The proposed change revises the Technical Specification (TS) 3.1.8.A.2 Completion Time to isolate Primary Grade (PG) water from the Reactor Coolant System (RCS) within 15 minutes after entering Mode 3, 4, or 5. Specifically, the proposed change would add a new requirement to isolate PG water from the RCS following a reactor shutdown from Mode .l2 within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> while continuing to require isolation of PG within 15 minutes after a planned dilution or makeup activity while the reactor is in Mode 3, 4, or 5.

The Bases changes noted above were submitted to the NRG by Dominion submittal dated May 6, 2021 and incorporated into the Bases for North Anna Units 1 and 2 on May 24, 2021, upon NRG approval and implementation of the associated Technical Specification changes (Amendment 290 for Unit 1 and Amendment 273 for Unit 2 issued on February 23, 2022).

Adopting TSTF-569 - Revision of Response Time Testing Definitions This TS change revises the TS Definition 1.13 ENGINEERED SAFETY FEATURES RESPONSE TIME and the TS Definition 1.28 REACTOR TRIP SYSTEM RESPONSE TIME consistent with TSTF-569. TS Bases 3.3.1 and 3.3.2 are also being revised to add supporting detail and references in accordance with the approved TSTF. TSTF-569, Revision* 2, "Revise Response Time Testing Definition," (ADAMS Accession No. ML19176A034) and the model safety evaluation dated August 14, 2019 (EPID L-2018-PMP-0002) provide the technical justification.

The Bases changes noted above were submitted to the NRG by Dominion. submittal dated October 7, 2021 and incorporated into the Bases for North Anna Units 1 and 2 on May 24, 2021, upon NRG approval and implementation of the associated Technical Specification changes (Amendment 291 for Unit 1 and Amendment 274 for Unit 2 issued on March 1, 2022).

TS BASES CHANGES NOT ASSOCIATED WITH LICENSE AMENDMENTS None.
