NORTH ANNA POWER STATION UNITS I AND 2 ANNUAL SUBMITTAL OF TECHNICAL SPECIFICATION BASES CHANGES PURSUANT TO TECHNICAL SPECIFICATION 5.5.13.d Pursuant to Technical Specifications 5.5.13.d, "Technical Specifications (TS) Bases Control Program," Dominion hereby submits the changes to the Bases of the Technical Specifications implemented during the period, of September 30, 2008 to October 1, 2009. A summary of these changes is provided in Attachments 1 and 2. Enclosed is an electronic copy (CD) of the entire TS Bases through Rev 41 for your information.

Bases changes to the Technical Specifications that were not previously submitted to the NRC as part of a License Amendment Request were reviewed and approved by the Facility Safety Review Committee. it was determined that these changes did not require a change to the Technical Specifications or license, or involve a change to the UFSAR or Bases that required NRC prior approval pursuant to 10 CFR 50.59. These changes have been incorporated into the TS Bases. A summary of these Bases changes is provided in Attachment 1.

TS Bases changes that were submitted to the NRC for information along with the associated License Amendment .Request transmittals, submitted pursuant to 10CFR50.90, were also reviewed and approved by the Facility Safety Review Committee. These changes have been implemented with the respective License Amendments. A summary of these changes is provided in Attachment 2.

SUMMARY

OF TS BASES CHANGES NOT PREVIOUSLY SUBMITTED TO THE NRC Virginia Electric and Power Company (Dominion)

Summary of TS Bases Changes Not Previously Submitted to the NRC Correction to Reference Section (Bases - TS 3.7.3 References)

This Bases change corrected Reference 1 listed in the Bases for TS 3.7.3 from UFSAR Section 10.4.7 to UFSAR Section 10:4.3. This was considered an administrative change to correct a typographical error in the References section whereby UFSAR Section 10.4.3 is the correct reference for the Condensate and Feedwater Systems.

Added reference to Regulatory Guide (RG) 1.97 Instrumentation Design and Qualification Requirements to Bases for TS 3.3.3 (Bases - TS 3.3.3 LCO)

The Bases change added a reference to the Regulatory Guide 1.97 Instrumentation design and qualification requirements needed to monitor the plant and its environs during and following an accident to the Bases for TS 3.3.3, PAM Instrumentation.

Clarification of EDG Operability (Bases - TS 3.8.1 LCO)

This change clarified EDG operability in TS 3.8.1 LCO Bases in the event of a loss of offsite power supply to the emergency bus.

Revised Tier 2 Restriction for the Application of TS 3.0.8.a (Bases - LCO 3.0.8)

This change revised the Bases for LCO 3.0.8 to permit the use of an alternate means of core cooling to satisfy the Tier 2 restriction when the Auxiliary Feedwater (AFW)

System is not required to be operable in accordance with Technical Specifications. The alternate means of core cooling provides an acceptable level of safety and continue to limit high risk plant configurations.

Clarification of AFW System Operability (Bases - TS 3.7.5 LCO)

The change clarified the Bases for TS 3.7.5 LCO to state that if a seismic air tank or the inlet check valve to the seismic air tank associated with any of the air operated valves is removed from service, or becomes unavailable, then the associated valve is considered inoperable. Change was based upon the results of an evaluation by Engineering on AFW System operability when the seismic air tanks associated with the AFW pumps are removed from service.

Revised Maximum pH Allowed - GSI 191 Project (Bases - TS 3.6.8 Background)

The change revised the Bases for TS 3.6.8 of the Chemical Addition System to reduce the maximum pH value from 9.5 to 8.5 allowed in the fluid recirculated from the containment sump following a LOCA. This is consistent with the pH assumed in the GSI-191 analysis for chemical precipitation. Chemical effects testing associated with GSI-191 has shown that sump fluid pH in excess of 8.5 may cause a reduction in the NPSH available to ECCS and RSS pumps due to excessive chemical precipitation.

SUMMARY

OF TS BASES CHANGES ASSOCIATED WITH LICENSE AMENDMENTS Virginia Electric and Power Company (Dominion)

Summary of TS Bases Changes Associated with License Amendments Removal of Bottled Air System (TS 3.7.13) from Technical Specifications These changes revised the Technical Specifications to delete TS 3.7.13, "MCR/ESGR Bottled Air System;" created a new TS 3.3.6, "Main Control Room/Emergency Switchgear Room (MCRIESGR) Envelop Isolation Actuation Instrumentation" to establish the operability requirements of for the MCR/ESGR envelop isolation function, and incorporated TS 3.7.14, "MCRIESGR Emergency Ventilation During Movement of Recently Irradiated Fuel Assemblies" into TS 3.7.10, "MCRIESGR Emergency Ventilation System." The changes revised the Technical Specifications to be consistent with the assumptions of the current dose analysis of record performed in accordance with 10 CFR 50.67, "Accident Source Term" and the results of the non-pressurized MCR/ESGR envelope tracer gas testing.

The Bases changes noted above were submitted to the NRC on March 19, 2008 and incorporated into the Bases on June 18, 2009 upon NRC approval and implementation of the associated Technical Specification changes (Amendments 255 for Unit 1 and 236 for Unit 2 issued on March 25, 2009).

Extended Completion Time to TS 3.8.3 to Allow EDG Fuel Oil Storage Tank Cleaning and Recoating These changes revised TS 3.8.3 to allow a one-time extended 14 day completion time for each of the two underground diesel fuel oil storage tanks to permit removal of the current coating and to recoat the tanks in preparation for use of ultra-low sulfur diesel fuel oil.

The Bases changes noted above were submitted to the NRC on December 17, 2007 and incorporated into the Bases on January 19, 2009 upon NRC approval and implementation of the associated Technical Specification changes (Amendments 254 for Unit 1 and 235 for Unit 2 issued on December 31, 2008).

Clarification to LCO and Bases for TS 3.8.7 and 3.8.9 The changes revised LCO 3.8.7, "Inverters - Operating" to include the inverters from the opposite unit to power the required shared systems, and LCO 3.8.9, "Distribution Systems - Operating" to ensure that required 120 VAC Vital Buses are OPERABLE to support the operability of shared components on the other unit:

The Bases changes noted above were submitted to the NRC on October 24, 2007 and incorporated into the Bases on November 30,, 2008 upon NRC approval and implementation of the associated Technical Specification changes (Amendments 253 for Unit 1 and 234 for Unit 2 issued on October 9, 2008).
