Scherer, dated October 29, 1985 We have reviewed your response (Reference 1) to the NRC letter (Reference 2) requesting information concerning the design of the Auxiliary Pressurizer Spray System (APSS) for CESSAR System 80.                  The information was requested as a result of potential design deficiencies identified during an event on September 12, 1985, at the lea 6 CESSAR System 80 plant.
Based on that review, we find that although certain design improvements have been proposed for the APSS, you have provided insufficient information for determining whether the APSS, as modified, is a safety-grade system. Since your response states that mitigation of the postulated Steam Generator Tube Rupture (SGTR) accident relies on the APSS, we require that the APSS be designed as safety-grade in order for you to take credit for its availability in the SGTI analysis.
Therefore, in order for us to complete our review of this specific issue, as well as our review of your request for forward referenceability of CESSAR System 80, we request that you provide sufficient information to establish that the APSS and its associated water supply system are safety-grade. This information should include, but not be limited to, all valves, piping, and wiring instrumentation from the APSS water source to and through the spray nozzles, and the interfaces. By establishing that the APSS and the associated water supply system are safety-grade, the system will fulfill the requirements of Branch Technical Position RSB 5-1 for Class 1 plants and, thus, CESSAR will be forward referenceable with respect to the APSS.
