SUPPLEMENTAL SAFETY EVALUATION REPORT REGARDING STEAM GENERATOR TUBE VIBRATION FOR THE CESSAR SYSTEM 80 DESIGN The NRC staff has completed its review of the steam generator tube vibration issue as it pertains to the System 80 design as described in CESSAR-F. This issue was discussed in Supplement No. 3 of the Safety Evaluation Report related to the CESSAR System 80 design (NUREG-0852). The enclo:ed supplemental safety evaluation report (SSER) discusses the results of the staff's review of Combustion Engineering's (CE's) submittals dated September 18, 1987, July 1, 1988, and December 21, 1988 regarding this matter. The staff concurs with CE that adequate steam generator tube integrity can be assured at each plant through an appropriate program of preventive tube plugging, staking, monitoring, and inspection. Therefore, the staff considers the tube vibration issue resolved on a generic basis for the CESSAR System 80 design. For OL applicants, hwever, these programs must be submitted for staff review and approval prior to issuance of an operating license. For operating plants, the staff is monitoring licensee actions to ensure that they are effective in ensuring steam generator tube integrity. Upon completion of other open issues regarding the CESSAR Systen 80 design, the staff will issue the attached SSER in a supplement to NUREG-0852. At that time, the staff will also amend FDA-2, as appropriate, to reflect the staff's findings in this matter. It should be noted that the staff considers the steam generator tube vibration issue resolved only for the System 80 design as described in CESSAR-F.
