MF7417-MF7419Hi Chris, By letter ON-2016-021 dated February 26, 2016, as supplemented by letters ONS-2017-007 and ONS-2017-042 dated January 30, and June 1, 2017, respectively, Duke Energy Carolinas, LLC (the licensee) submitted License Amendment Request No. 2015-08 and proposed changes to the Technical Specifications for Oconee Nuclear Station, Units 1, 2, and 3 to support planned maintenance for the Keowee Hydro Units. During its review of the licensee's request, NRC staff determined that it needed more information to complete its review.

By email dated September 13, 2017, NRC staff provided the licensee a draft of its request for additional information (RAI). By email from Mr. Boyd Shingleton dated September 14, 2017, the licensee stated that it did not need a clarification call and that it can respond to the request on or by October 13, 2017. Therefore, the staff requests the licensee to respond to the RAI below, which is numbered sequentially from the RAI dated December 21, 2016 (ADAMS Accession No. ML17150A002), and includes typographical corrections to the draft version, on or by October 13, 2017.

RAI 4  In its letter dated January 30, 2017 (ADAMS Accession No. ML17032A347), the licensee responded to RAI 2 and indicated that plant modifications would be in place by the end of 2018. During routine discussions with the NRC licensing project manager throughout August 2017, Duke Energy has indicated that the plant modifications described in the licensee's response to RAI 2 might not be completed before the first scheduled stator replacement. In its letter dated February 3, 2014 (ADAMS Accession No. ML14035A453), the licensee indicated that it monitors its off-site power sources at a frequency of once every 24 hours. Therefore, the staff requests the licensee to provide the following: A. a description of the most recent power cable inspections and replacements in the switchyard including the results of the power cable inspections and replacements, and  B. a description of what additional compensatory measures, controls, or actions (e.g., increased frequency of roving watches, administrative controls, work restrictions and durations, etc.) would be performed to explicitly monitor off-site power sources, minimize impacts to off-site power sources, and protect plant equipment essential for safe shutdown during the period for when the stator replacement and associated maintenance is being performed.
