I am responding to your request sent to Lance Rakovan, Senior Environmental Project Manager, dated December 20, 2022, to extend the deadline for public comment on the December 19, 2022, Notice of Intent To Conduct a Supplemental Scoping Process and Prepare a Draft Environmental Impact Statement; Duke Energy Carolinas, LLC; Oconee Nuclear Station, Units 1, 2, and 3 (87 FR 77643), for an additional thirty (30) days.
Regarding your request to extend the scoping period deadline, we are extending the environmental scoping period until February 2, 2023. A Federal Register Notice was issued today to announce this extension https://www.federalregister.gov/documents/2023/01/17/2023-00679/notice-of-intent-to-conduct-a-supplemental-scoping-process-and-prepare-a-draft-environmental-impact. Please note, there will be another public comment period after issuance of the draft Supplemental Environmental Impact Statement (SEIS). Tentatively, this draft document is scheduled to be issued in October 2023. Any topics that you feel were not adequately considered in the draft SEIS can be provided at that time and will be considered by the NRC when finalizing the SEIS.
The NRC staff has determined that it will include your organizations December 20, 2022, letter when considering all of the environmental scoping comments received on the project in the preparation of the draft SEIS. The NRC will document its scoping findings regarding significant issues identified for evaluation in the draft SEIS in a separate scoping summary report. When complete, this report will be distributed to your organizations.
