Backupfireprotection equipment willnormallytaketheformofpermanently mountedfireextinguishers and/orfirehosestationsinornearthearea,orfirehosesroutedtotheaffectedarea.Intheeventthatthefirewatertanksbecomeinoperable, LakeMichiganmayserveastheirbackup.Twomanual,diesel-engine driven,vertical-turbine firepumpsratedat2000gpm,whichtakesuctionoffofLakeMichiganandprovidewatertothefiresuppression header,areadministratively controlled.

Oneofthesepumpsmayserveasabackuptooneofthefiresuppression pumpsthattakesuctionoffofthetanks.However,itisnotourintenttorelyonbackupsystemsorothercompensatory measuresforanextendedperiodoftimeandactionwillbetakentorestoretheinoperable portionsofthefiresuppression systemtoOPERABLEstatuswithinareasonable period.Thesurveillance requirements provideassurance thattheminimumOPERABILITY requirements ofthefiresuppression systemsaremet.Whileperforming thesurveillances specified in4.7.9.1.1 thefiresuppression watersystemisstillcapableofperforming itsintendedfunction.

Consequently, itisnotnecessary toentertheACTIONSTATEMENT specified in3.7.9.1whiletheSURVEILLANCES specified in4.7.9.1.1 arebeingperformed, unlessthetestedequipment failstheSURVEILLANCE.

Allhourlyfirewatchpatrolsareperformed atintervals ofsixtyminuteswithamarginoffifteenminutes.Acontinuous firewatchrequiresthatatrainedindividual beinthespecified areaatalltimesandthateachfirezonewithinthespecified areabepatrolled atleastonceeveryfifteenminuteswithamarginoffiveminutes.Acontrolvalveisdefinedasavalvethatwhencloseddoesnotleaveanalternate openflowpathtoasystem,Asectionalizing valveisdefinedasavalvethatwhencloseddoesnotpreventanalternate openflowpathtoasystemandhencedoesnotmakethefiresuppression watersysteminoperable.

Undercertainsituations, theclosureofasectionalizing valvefollowedbytheclosureofasecondvalvewillnotleaveanopenflowpathtooneofthespecified systems.Inthisinstance, ActionStatement cofSpecification 3.7.9.1isapplicable.
