Backupfireprotection equipment willnormallytaketheformofpermanently mountedfireextinguishers and/orfirehosestationsinornearthearea,orfirehosesroutedtotheaffectedarea.Intheeventthatthefirewatertanksbecomeinoperable, LakeMichiganmayserveastheirbackup.Twomanual,diesel-engine driven,vertical-turbine firepumpsratedat2000gpm,whichtakesuctionoffofLakeMichiganandprovidewatertothefiresuppression header,areadministratively controlled.
Oneofthesepumpsmayserveasabackuptooneofthefiresuppression pumpsthattakesuctionoffofthetanks.However,itisnotourintenttorelyonbackupsystemsorothercompensatory measuresforanextendedperiodoftimeandactionwillbetakentorestoretheinoperable portionsofthefiresuppression systemtoOPERABLEstatuswithinareasonable period.COOKNUCLEARPLANT-UNIT1B3/47-7AMENDMENT NO.68, BASES344.79Continued Thesurveillance requirements provideassurance thattheminimumOPERABILITY requirements ofthefiresuppression systemsaremet.Whileperforming thesurveillances specified in4.7.9.1thefiresuppression watersystemisstillcapableofperforming itsintendedfunction.
Consequently, itisnotnecessary toentertheACTIONSTATEMENT specified in3.7.9.1whiletheSURVEILLANCES specified in4.7.9.1.1 arebeingperformed, unlessthetestedequipment failstheSURVEILLANCE.
Inaddition, anallowance ismadeforensuringasufficient volumeofHalonandCO>intheHalonandCOzstoragetanksbyverifying eithertheweight,level,orpressureofthetanks.Thefiresuppression watersystemhasthreefirepumpscommontobothunitswhichdischarge intounderground ringheaders.Thereisonemotor-driven horizontal centrifugal firepumpratedat2500gpmthattakessuctionfromthefirewaterstoragetanks;andtwodiesel-engine-driven horizontal centrifugal firepumpsratedat2500gpmthattakesuctionfromthefirewaterstoragetanks.Havingacombination ofdiesel-driven andelectricmotor-driven pumpsinthesystemdesignisconsistent withNRCBranchTechnical PositionAPSCB9.5-1.TheflowpathscapableoftakingsuctionfromLakeMichiganarenormallyisolatedtoprecludezebramusselinfestation ofthesystem.Thepurposeofthecharcoalfilterfiresuppr'ession T/Sistoaccountfordetection andsuppression offiresinthecharcoalfilters.Manualoperation ofthesesystemsisallowedbecausetwo-point heatdetection withcontrolroomandlocalannunciation oftroubleconditions isprovidedforthecharcoalfilters.TheOPERABILITY ofthefiresuppression systemprotecting thecharcoalfiltersisonlyrequiredwhenthereischarcoalinthefilters.Actuation ofspraywaterontothecharcoalfiltersrequiresboththemanualopeningofthesystemisolation valveandreachingthehightemperature alarmsetpointfortheautomatic openingofthesystemdelugevalve.Becauseoftheinaccessibility ofthelowercontainment topersonnel duringoperation duetoALARAradiation exposureconcerns, theuseofoneormoreCCTVsinthelowercontainment, tomonitorforfireandsmoke,isanacceptable substitute toanhourlyfirewatch,ifthefiresuppression systembecomesinoperable.
