~V~I 14.~REACTORTRIPSYSTEMRELIABILITY(AUTOMATICACTUATIONOFSHUNTTRIPATTACHMENTFORWESTINGHOUSEANDBOWPLANTS)Thepowerdistributionsystemfortheroddrivemechanismsconsistsoftwomotor-generatorsetsoperatingfromtwoseparatenonsafeguards480voltbuses.ThegeneratorsareparalleledthroughWestinghousetypeDBaircircuitbreakersasshownonFigureI(Attachment6),andfeedtherodpowercabinetsthroughtwoseriesconnectedreactortripbreakers.TheseriesreactortripbreakersaredesignatedasR.T.A.andR.T.B.BypassbreakersBYAandBYBarearrangedsothattheycanbeconnectedinparallelwiththetripbreakerstofacilitateonlinetesting.Onlyonebypassbreakerisallowedinserviceatatimesoastominimizethelikelihoodoftworeactortripbreakersbeingbypassedatthesametime(seeFSARSection7.2-22.)FigureIshowstheexistingreactortripandpowerdistributionscheme.ThetwoseriesreactortripbreakersandthetwobypassbreakersareWestinghousetypeDB50sandareequippedwithtwotypesoftrippingfeatures.Theundervoltagetripattachment(UV)tripseachbreakerautomaticallywhen125VDCpowerisinterruptedtotheUVs.ThetrippinglogicisformedbyauxiliaryrelaysRTlthroughRT14andrequiresthattwocontactsopentocauseavalidtripcondition.Inaddition,eachreactortripbreakerwillopenonlossofdclogicpower.Eitherofthetworeactortripbreakersiscapableofcausinginterruptionofacpowertotherodmechanism,resultinginareactorshutdown.Thesecondbreakertrippingfeatureistheshunttripcoil(STA).,This'isacommontripcoil(TC)thatuponbeingenergized,by125VDCcontrolpower,willcausethebreakerstotrip.ThisSTAfeatureispresentlybeingusedtomanuallytripthePTand/orBYbreakersfromremotelocations.TheshunttripcoilsisnotshownonFigure1butisshownasTConFigure2~Boththetripandundervoltageattachmentsareelectro-mechanicaldevices.Whenenergizedordeenergizedtheywilloperatealinkageassemblywhichmechanicallyliftsupthetripperbar,causingthebreakertotrip.Themechanicalpartshavebeenmaintainedand,todatehavenotshownanysignsofbinding,oranyothermalfunctionthatwouldprecludeavalidtrip.However,toimprovetheoperabilityofthetripperbarassemblyandtominimizethelikelihoodofafailureofabreakertotrip,amodificationisproposed.Thismodificationisconsistentwith'therequirementsofGenericLetter83-28,andisshownonFigureII(Attachment6.)Thetwoexistingreactortripbreakerswillbemodifiedsoastouseareversetrippinglogictoautomaticallyactivatetheexistingtripcoilconcurrentwiththedeenergizationofthe

7~P'4 REACTORTRIPSYSTEMRELIABILITY(SYSTEMFUNCTIONALTESTING)Functionaltestingofthereactortripsystemhasbeenperformedonayearlybasisthroughoutthelifeoftheplant.Moreextensivefunctionaltestingofthereactortripsystem,includingresponsetimetesting,beganduringthel983refuelingoutage.Thetestconsistsofmeasuring.thetripresponsetimeofeachbreaker.Thebreakersaretrippedfromaremotelocationandthebreaker's"clearing"timeisrecorded.Thistestisrepeatedasecondtimewheneachbreakeristrippedbysimulatinganactual2outof3logicsignalwhichtripseachbreakerthroughtheRTrelays.Thistestingprogramwillbemodifiedtoindependentlytesteachofthetwodiversetrippingattachments.Aspartoftheacceptancetestingoftheinstalleddiversetrippingattachments,on-linefunctionaltestingofthereactortripsystemwillbeperformedbeforethereactorreaches100%power.Thebreakerresponsetimewillbedeterminedbydeenergizingtheundervoltagecoilwiththeshunttripcoilblocked.Thetestwillthenberepeatedwiththeundervoltagecoilblocked(energized)andthetripcoilactivated(energized).Thebreakerclearingtimeswillberecordedandtrendedforsignsofdegradation.Thereactortripbreakers,todate,haveexhibitedresponsetimesmuchfasterthanthemanufacturer'smaximumrecommendedvalue.Therefore,basedonthisdata,thefunctionaltestingwillcontinuetobeperformedonanannualorrefuelingbasis.However,shouldthebreakerresponsetimesincreaseandapproachthemaximumvalue,thenmorefrequent(online)functiontestingwillbeperformed.
