5.0SYSTEMDESCRIPTION(Cont'd)Threedevolatizationportsalongtheextruderallowforwatervaportoseparatefromtheproductandenterthethreesteamdomes.Apredeterminedamount(4gal.)ofdemineralizedwaterisused,which~dissolvesandboilsoutanysaltsedimentatthedevolatizationport.Thevaporsarecondensedinthesteamdomesusingturbinebuildingclosedloopcoolinganddrainedtothedistillatecollectionsystem.Thedistillatecollectionsystemisarecirculatingsystemusedtocontinuouslyfilterandcoolthecondensatefromtheextruder/evaporatorsteamdomes.Thecondensateisrecirculatedfromthedistillatecollectiontankthroughthedistillatepumps>roughingfilterandthedistillatecooler,thenroutedbacktothecollectiontank.Thelevelcontrollermaintainscollectiontanklevelandsystemflow.Aforcedcirculationventilationsystemisincorporatedintothissystem,consistingofaventhoodovertheextruder/evaporatorturntable,afanwhichdrawsairfromtheplantventilationsystemacrosstheextruder/evaporatorturntable,andlinercooldownareas.Theextruder/evaporatorproductemptiesinto50cubicfeetliners.Thelinersareplacedonthefillstationturntable.Theoperatorindexes(turns)theturntable,viaacontrolswitch,placingalinerunderthedischargechuteoftheextruder/evaporator.Thisturntableholdsthreeliners.Whenthelinerlevelreachesapredeterminedlevel,ahighlevelalarmsoundstoinformtheoperatoritistimetoindexthecontainer.Linersareindexedwithoutshuttingdowntheextruder/evaporator.Usingcontrolswitches,theoperator,viaapneumaticcarrier,extendsadrippanundertheextruder/evaporatordischargechute.Theoperatorthenindexestheturntable.Oncethenewlinerisinplaceundertheextruder/evaporatordischargechute,thepneumaticallyoperatedcarrieriswithdrawn.Duringthiswithdrawaloperation,thedrippanisremovedfromthecarrierbyastationaryarmasthecarrierretractspastthearmanddropsthedrippanintothenewliner.Fulllinersareremovedfromtheturntabletothecooldownareaviaaradiocontrolled/operatedcrane.Thelinersremaininthecooldownareaforapproximately52hours.Afterthecooldowniscompletedthelinersarecapped.Theyarethenmovedbycranetothestorageareausingaceilinggridcoordinatesystemforplacementoftheliner.Operationoftheextruderevaporatorisdetailedinoperatingprocedure2WSS-OP-41.6.0SOLIDWASTESOURCESAdescriptionofeachsolidwastesourceisprovidedbelow:RadwasteFilters-thesemechanicalfiltersfilterresinandcrud(backwashmaterial)fromthewastecollectorsub-system.WhenaAP-3.7.1-4August1986 6.0SOLIDWASTESOURCES(Cont'd)filterreachesapre-determineddifferentialpressure,itbackwashesthematerialintothebackwashtank,whichisthenpumpedtothespentresintank.RadwasteDemineralizers-thesedemineralizersareusedasanionicexchangemediaforprocessinghighqualitywaterfromthewastecollectortanks.Whendeterminedthattheresincannolongerberegenerated,thedepletedresinispumpedtothespentresintank,CondensateDemineralizer-thesedemineralizersremovesolubleandinsolubleimpuritiesfromthecondensatewatertomaintainreactorfeedwaterpurity.Afteritisdeterminedthattheseresinscannolongerberegenerated,thedepletedresinsarepumpedtothespentresintank.FloorDrainFilter-contributestosolidwastebecauseitusesdiatomaceousearthtoprocessliquidwasteoflowquality.Inputtothefilterisfromthefloordrainsystemandtheregenerationwastetank.Whenthefilterreachesapredeterminedpressuredropitbackwashestothewastesludgetankforprocessingthroughtheextruderevaporator.SpentFuelPhaseSeparator-thesetanksreceivetheexhaustedpowderedfilter(ecodex)coatingfromthefuelpoolcleanupsystemwhichissubsequentlypumpedtothespentresintank.RHCUPhaseSeparator-theseseparatortanksreceiveexhaustedecodexorpowderedresinfromthereactorwatercleanupsystemwhichissubsequentlypumpedtothespentresintank.ContaminatedOil-oilfromsourceswithintheunitthatbecomecontaminatedwillbestoredincontainerstobesolidified.byavendorwithanapprovedprocedure.CompactibleSolids-compactiblelowleveltrashwillbeprocessedandcompactedinahydraulic-operatedboxcompactor.Shoecovers,trash,contaminatedpaperfromthechemlab,andsimilarmaterialsareincludedinthiscategory.FiltersandMiscellaneousItems-Soliditemswithhigherdoseratesthanthoseabovewillbehandledonacase-by-casebasis,beingdisposedofbymethodsacceptabletotheburialsite.Theywill,forexample,beplacedinasuitablecaskpriortoshipmenttotheburialsite.WasteEvaporator-thewasteevaporatorprocesseslowqualitywaste'romthefloordraincollectorsystemand,asanoption,wastefromthewastedischargetanks.Thewasteevaporatorisdesignedtoconcentratetoa25Xsolidconcentration.Theconcentratesarethendischargedtotheevaporatorbottomstankforprocessingthroughtheextruderevaporator.AP-3.7.1-5August1986 AshaltVolumeReductionSstem(Cont'd)B.Wastechemicalspeciesbeingincorporatedintotheasphaltmatrix,watercontent;C.Ratioofwaste-to-asphalt;andD.Processtemperature.Adetaileddiscussionoftheeffectandlimitationsplacedoneachoftheforegoingitemsfollows:AshaltTeNMP2willuseanoxidizedpetroleum-basedasphalt,conformingtoASTM-D-312-71,TypeIIIrequirements.Thisgradeofasphalthasalowresidualvolatilecontent,andahighmolecularweight.Atroomtemperature,andatallnormalambientconditions,thismaterialisafreestandingmonolith.Unit2willspecifyWitcoPioneer221,oranequivalent.Thisisoneofthemeansbywhichprocesscontrolforasphaltqualityisachieved.Werner&PfleidererCorporationwillbeconsultedifuseofanalternateasphaltmaterialisplanned.Achemicalanalysiswillbeperformedoneachbatchofasphaltreceivedatthesite.VerificationoftheasphalttypewillbedoneperN2-CSP-14;WasteChemicalSeciesTestingwillbedonetodeterminetheoilcontentandphysicalpropertiesofthewastetobesolidifiedperN2-CSP-14.Thetypeandrelativequantity(waste-to-asphaltratio)ofwastechemicalsbeingincorporatedintheasphaltmatrixhasadirectinfluenceonthepropertiesofthefinalproduct.Encapsulationofinorganicsaltsandsolidstypically"stiffen"andhardenthewasteproduct;whereasorganicliquidshavetheoppositeeffect.Whentheproperratioofwaste-to-asphaltismaintained,finalproductpropertiesrelativetosolidification,forallpracticalpurposes,areindependentofthewastetype.Werner6PfleidererCorporationplacesalimitof1.0%oilandorganiccontaminantsinthewastefeedstreamforprocesscontroI,andUnit2adherestotheseguidelines.Waste-to-AshaltRatiointheProductTheratioofwaste-to-asphaltcontainedintheendproducthasthemostbearingontheviscosityandphysicalconsistencyoftheproductduringprocessing.Therecommendedweightratiosofwaste-to-asphaltforeachwastefeedisasfollows:AP-3.7.1-7August1986 Waste-to-AshaltRatiointheProduct(Cont'd)FeedRatioofWaste-to-AsphaltintheEndProduct1.EvaporatorConcentrates*2.SpentResins3.FilterSludge40/60to50/50*45/55to50/50*40/60to50/50**Optimumvaluedependsontypeandquantityofcontaminantspresent.Shouldtheratioofwaste-to-asphaltbeincreasedabovetherangespecifiedintheforegoingtable,theendproductviscositywillincreaseandmayexhibitagrainytexture.Thiscouldleadto"pyramiding"oftheproductinthecontainer,therebydecreasingthecontainerfillingefficiency.Inallcases,theproductwillcooltoformafreestandingmonolith.Iflowerthanspecifiedwasteloadingsarerealized,theendpropertieswillapproachthatofpureasphalt.Properwaste-to-asphaltratiosintheproductareautomaticallymaintainedbyacoordinatedproportioningfeedsystemtotheextruder/evaporator.Operatorinvolvementislimitedtosettingtheinitialproportionofwaste-to-asphaltflow.To'othis,thechemistrydepartmentwilldetermine,bysampling,thesolidscontentofthewastefeed.Afterthesampleanalysis,thechemistrydepartmentwilldeterminetheproperfeedcontrolsettings.SeeN2-CSP-14forflowratecalculations.Theoperatormustvisuallyconfirmthattheproperratiosarebeingmaintained.ACCTVcameracanbeusedto"view"thedischargefromtheextruder/evaporator,andtheTVmonitorlocatedinthecontrolroomallowstheoperatortoobservethephysicalconsistencyoftheproductasitisdischargedintothecontainer.FlowrateswillbecalculatedbasedontheinformationsuppliedinTopicalReportNo.HPC-VRS.001,Rev.1,May1978-AppendixBSolidContents.ProcessTemeratureApropertemperatureprofilealongthelengthoftheextruder/evaporatorisrequiredtoprovideadequateevaporative(process)capacity,andtoensurethatfreewaterisnotdischargedfromthemachine.TheprocesstemperatureprofilesforalltypicalNineMilePointwastetypesareasfollows:WasteTypeProcessTemperature*(F)Zones:12345/67EvaporatorConcentratesSpentResins,FilterSludge165265300330375350165265285300285230*Temperaturesareapproximate.AP-3.7.1-8August1986 ProcessTemperatureLowtemperaturealarmsareprovidedtoalerttheoperatortoalowtemperatureoff~ormal,conditionwhichcouldpotentiallyleadtothedischargeof.freewater.Thesealarmsarebasedonapercent(X)deviationfromsetpoint,typically+10F.Thepercentdeviationpermittedcanbeadjustedinthefieldupto+or-25%%d(+or-75F)oftheinstrumentsrange.Ifoff~ormalconditionspersistfortwominutes,theextruder/evaporatorisautomaticallytrippedtopreventfreewaterfrombeingdischargedintothecontainer.Freewatercannotbedischargedintheinterim,becausetheresidualheatoftheextruder/evaporatoritselfissufficienttoeffectevaporation.Theforegoingcontrols/interlocksareprovidedtopreventthedischargeof,freewatertothecontainer.Thetemperatureprofilesspecifiedabovehavebeenprovenbyexperimentto'ieldresidualtotalmoisturecontentintheproductof1Xbyweightforwasteconcentrates(inorganicsalts)and10%byweightforbeadresins.Thismarginprovidesassurancethatfreewatercannotbedischargedundernormalcircumstances.Underupsetoroff~ormalconditions,dischargeoffreewaterispreventedbythelowtemperatureprocessinterlocks.Temperatureprofileswillbeloggedeverytwohoursofequipmentoperatingruntime.SeeFigure"D".MinimumFunctionalComonentsInsupportofmaintainingthefourmajorprocessparameters;ProcessTemperatureAsphalt,TypeMixtureRatioOilContentand,toassureastablewasteformconsistentwiththeguidanceofthePCP,operatorswillensurethatthefollowinglistofequipmentisavailable,asaminimum,priortobeginningprocessing:closedcircuittelevisionsystemattheasphaltloadingstations;alltemperatureprofilemonitoringinstrumentationwithcalibration;theasphaltandwastemeteringequipmentareoperational;andallradwastesamplingstations.Wasteswillnotbeprocessedthroughtheextruder/evaporator,whenanyoftheaboveequipmentisinoperative.AP-3.7.1-9August1986 5.0SYSTEMDESCRIPTION(Cont'd)TheSolidWasteManagementSystemacceptsdrysolidtrashwhichis,whenphysicallypossible,compactedwithatrashcompactor.Resinbeadsorpowdered,resinswillbedewateredinhighintegritycontainersorwillbeprocessedalongwithevaporatorbottomsthroughtheextruderevaporator.Whenrequired,NMP2willalsousetheservicesofavendortosolidifywaste.Theextruder/evaporatorisaone-stepvolumereductionandsolidificationprocess.Twoscrewsinsidetheextruder/evaporatorconveythewaste/asphaltmixturealongitslength,continuallyshearingandmixingthewaste/asphalt.Thescrewspeedcanberegulatedtocontroltheevaporatingcapacityandresidencetimeofthewaste.Theextruder/evaporatordischargesahomogeneousmixtureofasphaltandwastecontaininglessthan1Xlatentwater.Thesolidradwastesystemusestheextruder/evaporatortoprocesswastefeedfromtwoinputs:theevaporatorbottomstankorthewastesludgetank.Thewasteismixedwithasphaltintheextruder.Onlyonewastefeedpathcanbeprocessedatatime.Theevaporatorbottomstankandlinesareelectricallyheattracedtopreventcrystallizationofwastesalts.Thecontentsofthetankarefedtotheextruder/evaporatorviaatransferpumpthatsuppliesredundantmeteringpumps.ThewasteflowrateiscontrolledmanuallybyadjustingtheflowratesonthemeteringpumpsThecontentsofthewastesludgetankarefedtotheextruder/evaporatorbyasystemsimilarto,butseparatefrom,theevaporatorbottomsfeedsystem.Thewastesludgetankissuppliedbywastefromthreesources:theradwastefilters,thefloordrainfilterandthespentresintank.Thewastesludgetankhastheabilityfordecantation.Adecantpumptakesasuctionoffthesludgetankanddischargestothespentresintank.Thecontentsoftheasphalttankisfedtotheextruder/evaporatorviaredundantrecirculationpumps,strainersandmeteringpumps.Theasphaltflowrateisautomaticallyadjustedtoyieldtheproperratioofasphalttosolids.Theasphalttankandlinesarecontin-uouslysteamheatedtokeeptheasphaltinaliquidstateforeaseofpumping.Asthewaste/asphaltmixturemovesthroughtheextruder/evaporator,itisheatedbysteamfromtheelectricradwasteboiler.Thisboilerisaskidmountedboilersystemwhichutilizeselectricityforsteamproduction.Itisaclosedsystem,thusmostofthewaterusedforsteamisreturnedtotheboilerascondensateviatheboilerfeedwatersystem.Theboilervesseliscapableofsupplying14001>/hrofsteamat233psigand400P.Thesteamappliedtotheextruderisutilizedinsixseparateheatingzonesformoistureevaporation.Eachzonehasitsowntemperaturecontrollerforoptimumoperatingconditions.AP-3.7.1-3August1986 5.0SYSTEMDESCRIPTION(Cont'd)Threedevolatizationportsalongtheextruderallowforwatervaportoseparatefromtheproductandenterthethreesteamdomes.Apredeterminedamount(4gal.)ofdemineralizedwaterisused,which~dissolvesandboilsoutanysaltsedimentatthedevolatizationport.Thevaporsarecondensedinthesteamdomesusingturbinebuildingclosedloopcoolinganddrainedtothedistillatecollectionsystem.Thedistillatecollectionsystemisarecirculatingsystemusedtocontinuouslyfilterandcoolthecondensatefromtheextruder/evaporatorsteamdomes.Thecondensateisrecirculatedfromthedistillatecollectiontankthroughthedistillatepumps>roughingfilterandthedistillatecooler,thenroutedbacktothecollectiontank.Thelevelcontrollermaintainscollectiontanklevelandsystemflow.Aforcedcirculationventilationsystemisincorporatedintothissystem,consistingofaventhoodovertheextruder/evaporatorturntable,afanwhichdrawsairfromtheplantventilationsystemacrosstheextruder/evaporatorturntable,andlinercooldownareas.Theextruder/evaporatorproductemptiesinto50cubicfeetliners.Thelinersareplacedonthefillstationturntable.Theoperatorindexes(turns)theturntable,viaacontrolswitch,placingalinerunderthedischargechuteoftheextruder/evaporator.Thisturntableholdsthreeliners.Whenthelinerlevelreachesapredeterminedlevel,ahighlevelalarmsoundstoinformtheoperatoritistimetoindexthecontainer.Linersareindexedwithoutshuttingdowntheextruder/evaporator.Usingcontrolswitches,theoperator,viaapneumaticcarrier,extendsadrippanundertheextruder/evaporatordischargechute.Theoperatorthenindexestheturntable.Oncethenewlinerisinplaceundertheextruder/evaporatordischargechute,thepneumaticallyoperatedcarrieriswithdrawn.Duringthiswithdrawaloperation,thedrippanisremovedfromthecarrierbyastationaryarmasthecarrierretractspastthearmanddropsthedrippanintothenewliner.Fulllinersareremovedfromtheturntabletothecooldownareaviaaradiocontrolled/operatedcrane.Thelinersremaininthecooldownareaforapproximately52hours.Afterthecooldowniscompletedthelinersarecapped.Theyarethenmovedbycranetothestorageareausingaceilinggridcoordinatesystemforplacementoftheliner.Operationoftheextruderevaporatorisdetailedinoperatingprocedure2WSS-OP-41.6.0SOLIDWASTESOURCESAdescriptionofeachsolidwastesourceisprovidedbelow:RadwasteFilters-thesemechanicalfiltersfilterresinandcrud(backwashmaterial)fromthewastecollectorsub-system.WhenaAP-3.7.1-4August1986 6.0SOLIDWASTESOURCES(Cont'd)filterreachesapre-determineddifferentialpressure,itbackwashesthematerialintothebackwashtank,whichisthenpumpedtothespentresintank.RadwasteDemineralizers-thesedemineralizersareusedasanionicexchangemediaforprocessinghighqualitywaterfromthewastecollectortanks.Whendeterminedthattheresincannolongerberegenerated,thedepletedresinispumpedtothespentresintank,CondensateDemineralizer-thesedemineralizersremovesolubleandinsolubleimpuritiesfromthecondensatewatertomaintainreactorfeedwaterpurity.Afteritisdeterminedthattheseresinscannolongerberegenerated,thedepletedresinsarepumpedtothespentresintank.FloorDrainFilter-contributestosolidwastebecauseitusesdiatomaceousearthtoprocessliquidwasteoflowquality.Inputtothefilterisfromthefloordrainsystemandtheregenerationwastetank.Whenthefilterreachesapredeterminedpressuredropitbackwashestothewastesludgetankforprocessingthroughtheextruderevaporator.SpentFuelPhaseSeparator-thesetanksreceivetheexhaustedpowderedfilter(ecodex)coatingfromthefuelpoolcleanupsystemwhichissubsequentlypumpedtothespentresintank.RHCUPhaseSeparator-theseseparatortanksreceiveexhaustedecodexorpowderedresinfromthereactorwatercleanupsystemwhichissubsequentlypumpedtothespentresintank.ContaminatedOil-oilfromsourceswithintheunitthatbecomecontaminatedwillbestoredincontainerstobesolidified.byavendorwithanapprovedprocedure.CompactibleSolids-compactiblelowleveltrashwillbeprocessedandcompactedinahydraulic-operatedboxcompactor.Shoecovers,trash,contaminatedpaperfromthechemlab,andsimilarmaterialsareincludedinthiscategory.FiltersandMiscellaneousItems-Soliditemswithhigherdoseratesthanthoseabovewillbehandledonacase-by-casebasis,beingdisposedofbymethodsacceptabletotheburialsite.Theywill,forexample,beplacedinasuitablecaskpriortoshipmenttotheburialsite.WasteEvaporator-thewasteevaporatorprocesseslowqualitywaste'romthefloordraincollectorsystemand,asanoption,wastefromthewastedischargetanks.Thewasteevaporatorisdesignedtoconcentratetoa25Xsolidconcentration.Theconcentratesarethendischargedtotheevaporatorbottomstankforprocessingthroughtheextruderevaporator.AP-3.7.1-5August1986 AshaltVolumeReductionSstem(Cont'd)B.Wastechemicalspeciesbeingincorporatedintotheasphaltmatrix,watercontent;C.Ratioofwaste-to-asphalt;andD.Processtemperature.Adetaileddiscussionoftheeffectandlimitationsplacedoneachoftheforegoingitemsfollows:AshaltTeNMP2willuseanoxidizedpetroleum-basedasphalt,conformingtoASTM-D-312-71,TypeIIIrequirements.Thisgradeofasphalthasalowresidualvolatilecontent,andahighmolecularweight.Atroomtemperature,andatallnormalambientconditions,thismaterialisafreestandingmonolith.Unit2willspecifyWitcoPioneer221,oranequivalent.Thisisoneofthemeansbywhichprocesscontrolforasphaltqualityisachieved.Werner&PfleidererCorporationwillbeconsultedifuseofanalternateasphaltmaterialisplanned.Achemicalanalysiswillbeperformedoneachbatchofasphaltreceivedatthesite.VerificationoftheasphalttypewillbedoneperN2-CSP-14;WasteChemicalSeciesTestingwillbedonetodeterminetheoilcontentandphysicalpropertiesofthewastetobesolidifiedperN2-CSP-14.Thetypeandrelativequantity(waste-to-asphaltratio)ofwastechemicalsbeingincorporatedintheasphaltmatrixhasadirectinfluenceonthepropertiesofthefinalproduct.Encapsulationofinorganicsaltsandsolidstypically"stiffen"andhardenthewasteproduct;whereasorganicliquidshavetheoppositeeffect.Whentheproperratioofwaste-to-asphaltismaintained,finalproductpropertiesrelativetosolidification,forallpracticalpurposes,areindependentofthewastetype.Werner6PfleidererCorporationplacesalimitof1.0%oilandorganiccontaminantsinthewastefeedstreamforprocesscontroI,andUnit2adherestotheseguidelines.Waste-to-AshaltRatiointheProductTheratioofwaste-to-asphaltcontainedintheendproducthasthemostbearingontheviscosityandphysicalconsistencyoftheproductduringprocessing.Therecommendedweightratiosofwaste-to-asphaltforeachwastefeedisasfollows:AP-3.7.1-7August1986 11.2~1rainfnA'rainingprogramisbeingimplementedforpersonnelhavingresponsibilitiesrelatedtowasteprocessingoperations.Theresultsofthis,trainingprogramshallensurethatwasteprocessingisperformedwithinthespecificrequirementsofthePCP.To'accomplishthisobjectiveandtoprovidethenecessarycontrolofthesolidwasteprocessingthefollowingtrainingprogramswillbeimplemented.11.2.1Radwaste0erationsUnit2PlantTraininProram-A.Theseprogramsaredesignedtoprovidecompetent,trainedpersonnel.Duringclassroominstruction,eachoperatormustqualifybycompletionofthedescribedcoursewithanaveragegradeof80orabove.On-the-jobtraining,inconjunctionwithclassroominstructions,willensurethateachradwasteoperatormaintainsanacceptablelevelofskillandfamiliarityassociatedwithradwastecontrolsandoperationalprocedures.Duetotheinvolvementofradwasteoperatorsinthestart-upofNMP2radwastesystems,theexperiencegainedwillsufficefortheon-the-jobtrainingrequirement.ThetrainingproceduresaredetailedintheNuclearDepartmentTrainingManual.(N2-NTP-13)Thistrainingincludesfamiliaritywiththefollowingradwastecomponentsorrelatedsystems.LIQUID-Drains,collectiontankswithsubsystems,wasteandregenerationevaporators,sealwaterSOLID-Extruder-evaporatorandassociatedsupportsystemsLWS-ComputeroperationandinterfacesWastehandlingproceduresforpackagingandshippingofradioactivematerialCondensatedemineralizersystemSpentfuelandphaseseparatorssubsystemSteamsupplies11.2.1.1ChemistryandRadioChemistryTechnicianswillbetrainedperS-NTP-1(TrainingandRetrainingofChemistryRadioChemistry/Technician).11.2.1.2RadProtectionTechnicianswillbetrainedperS-NTP-14(TrainingandRetrainingofRadiationProtectionTechs).AP-3.7.1"--13August1986 11.2.2TraininScheduleTheformalclassroomRadwastetrainingprogramisscheduledforapproximatelytwelveweeks.Dependingontheneedsoftheplantstaffing,thisprogramcouldcoveracontinuoustwelveweekcycleorbecomepartoftheNMP2normalrotatingshiftschedulewhichwouldcoveronefullyear.11.2.3PersonnelRetraininPersonnelwillberetrainedonanannualbasistoidentifyindividualneedsforretraining.Personneldemonstratingasignificantdeficiencyinagivenareaofknowledgeandproficiencymaybeplacedintoaremedialtrainingprogram.Thisprogramisspecificallystructuredtoupgradeknowledgeandskillsidentifiedasdeficiencies.Successfulcompletionoftheacceleratedtrainingprogramisevaluatedbyawrittenand/ororalexamination.TheRequalificationTrainingProgramwillcoverfundamentalreviewofsystemmodifications,revisionsofprocedures,andchangesorexperiencesinthenuclearindustry.11.2.4TrainingRecords-Thetrainingrecordsshallbemaintainedforaudi.tandinspectionpurposes.Theserecordsareconsideredpermanentrecordsandshallmeettheapplicablerequirementsof"RequirementsforQualityAssuranceRecordsforNuclearPowerPlants"andAP9.0(AdministrationofTraining).'1.3DocumentationControlandRecordRetentionQAprogramauditsofwasteclassificationrecordsareperformedonaperiodicbasis.Managementevaluationofsuchauditsshallbeperformedandassuchsatisfytherequirementsof10CPR20.311(d)(3).AuditsoftheRadwasteoperatingproceduresshallbeperformedbytheQualityAssuranceDepartmentataminimumofonceper24months.ChangestooperatingproceduresshallbereviewedonanasrequiredbasisbyNuclear-QAinparallelwiththeNMPCOperationsReview.AllWasteManagementRecordsshallbemaintainedperAdministrativeProcedures.11.4REVISIONTOTHEPCPProposedrevisionstotheNMP2PCPwillreceiveapproval.Theserevisionsmaybeinitiatedasaresultofproposedplantoperationsandbettermentinitiatives,systemdesignchanges,maintenancerequirements,~concernsortemporaryvendorinterfaces.ThePCP,ifrevised,shallbesubmittedtotheNRC.AP-3.7.1-14August1986 5.0SYSTEMDESCRIPTION(Cont'd)TheSolidWasteManagementSystemacceptsdrysolidtrashwhichis,whenphysicallypossible,compactedwithatrashcompactor.Resinbeadsorpowdered,resinswillbedewateredinhighintegritycontainersorwillbeprocessedalongwithevaporatorbottomsthroughtheextruderevaporator.Whenrequired,NMP2willalsousetheservicesofavendortosolidifywaste.Theextruder/evaporatorisaone-stepvolumereductionandsolidificationprocess.Twoscrewsinsidetheextruder/evaporatorconveythewaste/asphaltmixturealongitslength,continuallyshearingandmixingthewaste/asphalt.Thescrewspeedcanberegulatedtocontroltheevaporatingcapacityandresidencetimeofthewaste.Theextruder/evaporatordischargesahomogeneousmixtureofasphaltandwastecontaininglessthan1Xlatentwater.Thesolidradwastesystemusestheextruder/evaporatortoprocesswastefeedfromtwoinputs:theevaporatorbottomstankorthewastesludgetank.Thewasteismixedwithasphaltintheextruder.Onlyonewastefeedpathcanbeprocessedatatime.Theevaporatorbottomstankandlinesareelectricallyheattracedtopreventcrystallizationofwastesalts.Thecontentsofthetankarefedtotheextruder/evaporatorviaatransferpumpthatsuppliesredundantmeteringpumps.ThewasteflowrateiscontrolledmanuallybyadjustingtheflowratesonthemeteringpumpsThecontentsofthewastesludgetankarefedtotheextruder/evaporatorbyasystemsimilarto,butseparatefrom,theevaporatorbottomsfeedsystem.Thewastesludgetankissuppliedbywastefromthreesources:theradwastefilters,thefloordrainfilterandthespentresintank.Thewastesludgetankhastheabilityfordecantation.Adecantpumptakesasuctionoffthesludgetankanddischargestothespentresintank.Thecontentsoftheasphalttankisfedtotheextruder/evaporatorviaredundantrecirculationpumps,strainersandmeteringpumps.Theasphaltflowrateisautomaticallyadjustedtoyieldtheproperratioofasphalttosolids.Theasphalttankandlinesarecontin-uouslysteamheatedtokeeptheasphaltinaliquidstateforeaseofpumping.Asthewaste/asphaltmixturemovesthroughtheextruder/evaporator,itisheatedbysteamfromtheelectricradwasteboiler.Thisboilerisaskidmountedboilersystemwhichutilizeselectricityforsteamproduction.Itisaclosedsystem,thusmostofthewaterusedforsteamisreturnedtotheboilerascondensateviatheboilerfeedwatersystem.Theboilervesseliscapableofsupplying14001>/hrofsteamat233psigand400P.Thesteamappliedtotheextruderisutilizedinsixseparateheatingzonesformoistureevaporation.Eachzonehasitsowntemperaturecontrollerforoptimumoperatingconditions.AP-3.7.1-3August1986 5.0SYSTEMDESCRIPTION(Cont'd)Threedevolatizationportsalongtheextruderallowforwatervaportoseparatefromtheproductandenterthethreesteamdomes.Apredeterminedamount(4gal.)ofdemineralizedwaterisused,which~dissolvesandboilsoutanysaltsedimentatthedevolatizationport.Thevaporsarecondensedinthesteamdomesusingturbinebuildingclosedloopcoolinganddrainedtothedistillatecollectionsystem.Thedistillatecollectionsystemisarecirculatingsystemusedtocontinuouslyfilterandcoolthecondensatefromtheextruder/evaporatorsteamdomes.Thecondensateisrecirculatedfromthedistillatecollectiontankthroughthedistillatepumps>roughingfilterandthedistillatecooler,thenroutedbacktothecollectiontank.Thelevelcontrollermaintainscollectiontanklevelandsystemflow.Aforcedcirculationventilationsystemisincorporatedintothissystem,consistingofaventhoodovertheextruder/evaporatorturntable,afanwhichdrawsairfromtheplantventilationsystemacrosstheextruder/evaporatorturntable,andlinercooldownareas.Theextruder/evaporatorproductemptiesinto50cubicfeetliners.Thelinersareplacedonthefillstationturntable.Theoperatorindexes(turns)theturntable,viaacontrolswitch,placingalinerunderthedischargechuteoftheextruder/evaporator.Thisturntableholdsthreeliners.Whenthelinerlevelreachesapredeterminedlevel,ahighlevelalarmsoundstoinformtheoperatoritistimetoindexthecontainer.Linersareindexedwithoutshuttingdowntheextruder/evaporator.Usingcontrolswitches,theoperator,viaapneumaticcarrier,extendsadrippanundertheextruder/evaporatordischargechute.Theoperatorthenindexestheturntable.Oncethenewlinerisinplaceundertheextruder/evaporatordischargechute,thepneumaticallyoperatedcarrieriswithdrawn.Duringthiswithdrawaloperation,thedrippanisremovedfromthecarrierbyastationaryarmasthecarrierretractspastthearmanddropsthedrippanintothenewliner.Fulllinersareremovedfromtheturntabletothecooldownareaviaaradiocontrolled/operatedcrane.Thelinersremaininthecooldownareaforapproximately52hours.Afterthecooldowniscompletedthelinersarecapped.Theyarethenmovedbycranetothestorageareausingaceilinggridcoordinatesystemforplacementoftheliner.Operationoftheextruderevaporatorisdetailedinoperatingprocedure2WSS-OP-41.6.0SOLIDWASTESOURCESAdescriptionofeachsolidwastesourceisprovidedbelow:RadwasteFilters-thesemechanicalfiltersfilterresinandcrud(backwashmaterial)fromthewastecollectorsub-system.WhenaAP-3.7.1-4August1986 6.0SOLIDWASTESOURCES(Cont'd)filterreachesapre-determineddifferentialpressure,itbackwashesthematerialintothebackwashtank,whichisthenpumpedtothespentresintank.RadwasteDemineralizers-thesedemineralizersareusedasanionicexchangemediaforprocessinghighqualitywaterfromthewastecollectortanks.Whendeterminedthattheresincannolongerberegenerated,thedepletedresinispumpedtothespentresintank,CondensateDemineralizer-thesedemineralizersremovesolubleandinsolubleimpuritiesfromthecondensatewatertomaintainreactorfeedwaterpurity.Afteritisdeterminedthattheseresinscannolongerberegenerated,thedepletedresinsarepumpedtothespentresintank.FloorDrainFilter-contributestosolidwastebecauseitusesdiatomaceousearthtoprocessliquidwasteoflowquality.Inputtothefilterisfromthefloordrainsystemandtheregenerationwastetank.Whenthefilterreachesapredeterminedpressuredropitbackwashestothewastesludgetankforprocessingthroughtheextruderevaporator.SpentFuelPhaseSeparator-thesetanksreceivetheexhaustedpowderedfilter(ecodex)coatingfromthefuelpoolcleanupsystemwhichissubsequentlypumpedtothespentresintank.RHCUPhaseSeparator-theseseparatortanksreceiveexhaustedecodexorpowderedresinfromthereactorwatercleanupsystemwhichissubsequentlypumpedtothespentresintank.ContaminatedOil-oilfromsourceswithintheunitthatbecomecontaminatedwillbestoredincontainerstobesolidified.byavendorwithanapprovedprocedure.CompactibleSolids-compactiblelowleveltrashwillbeprocessedandcompactedinahydraulic-operatedboxcompactor.Shoecovers,trash,contaminatedpaperfromthechemlab,andsimilarmaterialsareincludedinthiscategory.FiltersandMiscellaneousItems-Soliditemswithhigherdoseratesthanthoseabovewillbehandledonacase-by-casebasis,beingdisposedofbymethodsacceptabletotheburialsite.Theywill,forexample,beplacedinasuitablecaskpriortoshipmenttotheburialsite.WasteEvaporator-thewasteevaporatorprocesseslowqualitywaste'romthefloordraincollectorsystemand,asanoption,wastefromthewastedischargetanks.Thewasteevaporatorisdesignedtoconcentratetoa25Xsolidconcentration.Theconcentratesarethendischargedtotheevaporatorbottomstankforprocessingthroughtheextruderevaporator.AP-3.7.1-5August1986
