This refers to the inspection conducted by L. R. Norderhaug of.this office on l

November 16 through 23, 1993. The inspection included a review of activities

authorized for your Washington Nuclear Project, Number 2.

At the' conclusion l

of the inspection, the findings were discussed with those members of your i

staff identified in the enclosed report. The report also refers to-

subsequent in-office review of documentation provided during.the inspection.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures a

and representative records, interviews with facility and contract personnel,

and observations of activities in progress. The~ inspection findings.are documented in the enclosed inspection report.

Based on'the results of this inspection, certain of your activities-appeared'

to be in violation of NRC requirements, as specified. in the enclosed Notice o

of Violation (Notice).. The violation pertains to your failure to maintain j

the random selection pool for Fitness' for Duty testing as required. While.

Ei this failure was identified by your Quality Assurance Program,-it is of

particular concern ~ because it appears to be a repeat'of a similar problem

identiified previously by your QA organization. Also,.while various!

l corrective measures were being considered, the final corrective actions deemed necessary to assure no recurrence of the problem were not available i

for inspector review at the time of the' inspection.

You are required to respond to this letter and should follow the instructionsL j

specified in the' enclosed Notice when preparing'your response.

response, you should document the specific actions taken and any additional actions you plan to' prevent recurrence. After. reviewing your, response to-this Notice, including your proposed corrective actions and the results of future inspections, the NRC will determine whether further.NRC enforcement
