On July 13, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of PSEG Nuclear LLC (PSEG or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, MD. The purpose of the meeting was to discuss a proposed license amendment request (LAR) to adopt Technical Specifications Task Force (TSTF) Traveler TSTF-542, "Reactor Pressure Vessel Water Inventory Control," Revision 2, for Hope Creek Generating Stations (Hope Creek). The meeting notice and agenda, dated June 29, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 17194A699. A list of attendees is enclosed. The licensee presented information in draft documents available in ADAMS at Accession Nos. ML 17191A344, ML 17194A691, and ML 17194A692. The licensee discussed its proposed variations from the TSTF-542 recommended changes to the technical specifications (TSs). The PSEG staff stated that these variations would not affect the applicability of the Traveler or the NRC staff's safety evaluation. However, because Hope Creek TSs are based on an older version of the Standard Technical Specifications, NUREG-0123, "Standard Technical Specifications for General Electric Boiling Water Reactors," the Traveler is not directly applicable. TSTF-542 is based on the improved Standard Technical Specifications in NUREG-1433, "Standard Technical Specifications -General Electric Plants (BWR/4)." The variations provided by PSEG account for differences between the Hope Creek TSs and the TSTF-542 recommended TS changes. The PSEG staff stated its intent to submit a LAR to adopt TSTF-542 by the end of August 2017, with an issuance date requested to allow implementation prior to the fall 2019 refueling outage. PSEG staff stated that the 15 proposed variations listed in the handout at ADAMS Accession No. ML 17194A691 would be categorized into four types: (1) administrative, (2) v13riations that describe proposed changes to requirements currently in Hope Creek TSs that are outside the scope of the evaluation that supports TSTF-542, but PSEG proposes to make the final product as much like TSTF-542 as possible, 3) variations that describe proposed changes to the Hope Creek TSs that are consistent with STS bases or are encompassed in the TSTF justification, and 4) variations that describe TSTF-542 changes where no corresponding Hope Creek TS changes are being proposed. | |||

The NRC staff also requested PSEG to consider breaking up the variations listed in number 11, since this variation included several subparts. PSEG responded that the handout was a draft and that the final submittal would be more organized, categorized as stated above, and likely include additional variations and modifications.
