The Commission has issued the enclosed Amendment No. 4 to Materials License No. SNM-1999 for the Cushing Refinery Site.

This amendment is in response to Kerr-McGee's license amendment request dated June 3.1993, as supplemented by correspondence dated September 4.1996, in which Kerr-McGee provided the information required by License Condition 11.D.
