A current inventory of 4 kilograms of U235 in high enriched uranium (IIEU) fuel elements is within the possession limits of the current license. The possession limits would need to be changed to 10 kg on a temporary basis until the shipment of HEU fuel from Lowell is completed. The new permanent possession limit would then be 6 kg of U235, The detailed planning for LEU receipt, interim storage, fuel loading, operator training, and experience of involved individuals has just begun. The attachment to this letter provides clarifications and changes to the " Proposed Technical Specifications for the University of Massachusetts Lowell (UML) Reactor with Low Enrichment Fuel" submitted by letter dated May 21. 1993. These changes correct editorial oversights and provide clarifications resulting from discussions with the NRC Staff. The changes are identified by bars in the right margin.

As we noted in the May 21, 1993 letter, 6_ kilograms of U235 will be involved with the receipt of low enriched uranium (LEU) fuel.

Specific details will be provided in a later communication. Communication with the LEU fuel supplier, EG & G Idaho, Inc., indicates that the earliest date for. LEU arrival at UML is December, 1994.
