Dear Sir:

The Projnct office acknowledges receipt of the referenced letter and basically agrees with the design plan. The Project Office, as well as the NRC, is interested in the design process, including reviews associated with the vitrification control room.

The Project Office notes that maintenance personnel were not involved in the conceptual design meetings to address their input l nor were any commercial nuclear power plant control rooms or l

WINCO (ICPP) visited to gain possible insight. Both of these observations deserve consideration by WVNS in the future. The Project Office requests WVNS to keep us informed of upcoming l meetings associated with the vitrification control room design i process so that we can keep current and apprised of the design review process.

The Project office also plans to participate in upcoming meetings as an " observer" consistent with the WVDP teamwork approach.

Vitrification Control Room Design Plan During the NRC visit of October 29 30, 1991, it is my understagdi g that they asked about the design progress on the Vitrification Control'Ro'om~and g,p pecifically if Human Factors Engineering was being taken into consideration during the design process. The following is the proBress to date on the design of the Control Room and our plan for completion of the design.

We are presently in the conceptual design phase, and we are heavily involved in that process right now. We have had several meetings with Project people to identify needed equipment, arrive at criteria, and receive comments on proposed configurations. The organizations involved in these meeting have been Vitrification Operations, Plant Operations, Vitrification Engineering, Quality Assurance, Safety, Systems Engineering, and the engineer responsible for each piece of equipment that will be located in the control room, such as the TV monitors, DCS, instrument racks, communication panels, and fire detection panels.

In addition, tours have been conducted in the STS and CSS control rooms.

During each tour, the Shift Supervisor and operations personnel conducted the tour and pointed out their needr and specifically pointed out their desiren in the design of a new control room, Conduct of operations was heavily emphasized during these discussions. Our personnel have also toured the control room at the Vitrification Facility at Savannah River. As you can see, we are involving a wide range of expertise and users during this phase of the conceptual design.

At the conclusion of this process we will conduct a Conceptual Design Review on site with all the affected organizations in attendance, After all comments are received and incorporated into the conceptual design, the Architect Engineer, EBASCO, will complete the design of the control room.
