Specifications requirement may result in non-conservative channel calibration during reduced j power operations. b proposed Technical Specifications change will resolve this undesirable i condation by requiring adjustment of the NIS Power Range channel (s) only when the calorimetric calculated power exceeds the Power Range indicated power by more than + 2% RTP. .

I In the interim, to ensure compliance with the Technical Specifications and conformance with the l' safety analyses, Farley has implen=darl adnumstrative controls. 'Ihe potential non-conservative NIS calibration issue and the proposed Technical Specif*w=tinas changes are applicable to other Westmghouse Pressurized Water Reactors (PWRs). Nuclear Regulatory Commission Page 2 SNC has determmed that the proposed change to the Technical Specifications does not involve a significant hazards consideration as defined by 10 CFR 50.92. The significant hazards evaluation is provided in Attachment IV. In addition, SNC has determined that the proposed change will not significantly affect the quality of the human environment. In accordance with 10 CFR 50.91 (bXI), a copy of the proposed change has been sent to Dr. D. E. Williamson, the Alabama State Designce.

Because a current non-conservatism exists in the Technical Specifications, SNC believes that this change request should be reviewed by the staffin a timely manner and requests approval within the next twelve months. If you have any questions, please advise.
