Joseph M. Farley Nuclear Plant - Units 1 & 2 NRC Generic Letter 85-09, Reactor Trip Breaker Technical Specification Change Supplement By {{letter dated|date=December 16, 1985|text=letter dated December 16, 1985}}, Alabama Power Company requested reactor trip breaker technical specification changes to Tables 3.3-1 and 4.3-1 in response to Generic Letter 85-09. In recent conversations, the NRC requested that Alabama Power Company modify the " Action" notation for Item 21 and change the " Applicable Modes" and " Action" notation for Item 22 on Table 3.3-1 so that the proposed technical specification changes would conform to the intent of Generic Letter 85-09.
The requested modification to Item 21 and change to Item 22 on Table 3.3-1 are provided as Attachment 1. These changes clarify that the plant would not be required to elevate reactor coolant temperature to Hot Standby (Mode
: 3) within six hours if the minimum number of channels was one less than the minimum number of channels required when in Modes 4* and 5* for Table 3.3-1 Items 21 and 22. In addition, this change would provide consistency between Table 3.3-1 Items 1, 21 and 22 and their corresponding action statements for Modes 3*, 4* and 5*.
It should be noted that the Attachment 1 page 3/4 3-5 for Units 1 and 2 includes the original technical specification change submitted to the NRC on December 16, 1985 and the requested modification and change.
Alabama Power Company does not consider this proposed change to involve a significant hazards consideration. Furthermore, this supplemental submittal does not change the conclusions of the original significant hazards evaluation provided as Attachment 2 of the {{letter dated|date=December 16, 1985|text=December 16, 1985 letter}}. An updated significant hazards evaluation is provided as Attachment 2.

Nuclear Regulatory Commission                        Page 2 Alabama Power Company's Plant Operations Review Committee has reviewed these proposed changes and the Nuclear Operations Review Board will review these proposed changes at a future meeting. It is requested that the proposed changes be approved by March 2,1987.
Pursuant to 10CFR170.21, the required License Amendment Application Fee of
      $150.00 was previously provided with Alabama Power Company's December 16, 1985 submittal. In accordance with 10CFP50.90, three signed originals and forty copies of this proposed change are enclosed. A copy of this proposed change has also been sent to Mr. Dan Turner, the Alabama State Designee, in accordance with 10CFR50.91(b)(1).
