REF: TXU Power Letter logged TXX-04133 dated August 2, 2004, from Mike Blevins to the NRC TXU Generation Company LP (hereafter TXU Power) has determined that certain inspection requirements of ASME Section XI are impractical due to physical interferences and is requesting relief pursuant to 10 CFR 50.55a(g)(5)(iii).

TXU Power requests approval of the proposed Relief Requests (RRs) by the NRC staff. TXU Power has informed the NRC that the current Code of Record for CPSES is now the 1998 Edition of the ASME Code,Section XI, 1999 and 2000 Addenda, per the referenced letter. The attached RRs are for components that did not meet the examination criteria of ASME Subsection IWB-2500, IWC-2500, and Code Case N-460. TXU Power ascertained that, based on the high percentage of examination volume completed and the lack of any recordable indications, there is a high level of confidence in the continued structural integrity of the components.

II. Code Requirement for Which Relief is Requested:

At the time of the inspection CPSES Unit 2 was required to perform inservice examinations of selected welds in accordance with the requirements of 10 CFR 50.55a, and the 1986 Edition, no Addenda, of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, Rules for Inservice Inspection of Nuclear Power Plant Components. The Code invokes the examination volume requirements of Figure IWC-2500-1.

Weld No. TCX-2-1120-1-1 Table IWC-2500-1. Examination Category C-A, Code Item No. C1.20, Figure IWC 2500-1. The subject weld is a full penetration weld and requires 100%

volumetric examination of the head to shell weld as defined in Figure IWC-2500-1.

III. Impracticality of Compliance:

The examination coverage is limited by physical interferences from the RHR heat exchanger flange, flange bolts, and welded supports. (Refer to the attached sketches on pages 8 and 9.) Therefore, pursuant to the requirements of 10 CFR 50.55a(g)(5)(iii) relief is requested from performing 100% volumetric examination requirements per Figure IWC-2500-1.

Inservice Inspection Impracticality IV. Burden Caused by Compliance:

The examination coverage is limited by physical interferences from the RHR heat exchanger flange, flange bolts, and welded supports, as indicated in the attached pages. These conditions make 100% examination coverage impractical for these welds. In order to gain access to these welds for examination purposes, the RHR heat exchanger would require a design modification. Imposition of this requirement would be a significant burden to TXU Power.

V. Proposed Alternative and Basis for Use:

There are no proposed alternatives. TXU Power has examined a significant portion of these welds, obtaining approximately 80% coverage for weld TCX 1120-1-1 and 63% coverage for weld TCX-2-1120-1-2.

The subject welds were examined to the maximum extent possible. Welded supports limit the axial and circumferential scans in both directions for TCX 1120-1-1, with approximately 20% of the code volume not examined. Flange, flange bolting, and welded supports limit the access for the single sided axial scans, done using three different angles, for TCX-2-1120-1-2. Full circumferential scans for weld-2 were obtained. Approximately 37% of the code volume for weld-2 was not examined. Refer to pages 3 through 9 for the weld locations, data, profiles, and sketches. There were no recordable indications identified by these best effort examinations.

Based on the high percentage of the examination volume completed, and the lack of any reportable indications, there is a high level of confidence in the continued structural integrity of the welds. There is no anticipated impact upon the overall plant quality and safety, and the granting of the relief should not jeopardize the health and safety of the public.

VI. Duration of Proposed Alternative:

The relief is requested for Comanche Peak Steam Electric Station Unit 2, third period, second outage, of the first 10-year interval.

Weld Numbers TCX-2-1120-1-3 and TCX-2-1120-14 Table IWC-2500-1. Examination Category C-B, Code Item No. C2.21, Figure IWC-25004(b). The subject welds are full penetration welds, with each weld requiring 100% volumetric examination of the nozzle to shell weld, as defined in Figure IWC-2500-4(b).

Inservice Inspection Impracticality IV. Burden Caused by Compliance:

The examination coverage is limited by physical interferences from the RHR heat exchanger. These conditions make 100% examination coverage impractical for these welds. In order to gain access to these welds for examination purposes, the RHR heat exchanger would require a design modification. Imposition of this requirement would be a significant burden to TXU Power.

V. Proposed Alternative and Basis for Use:

There are no proposed alternatives. TXU Power has examined a significant portion of these welds, obtaining approximately 67% coverage for welds TCX 1120-1-3 and TCX-2-1120-1-4.

The subject welds were examined to the maximum extent possible. The design of the RHR heat exchanger to these welded nozzle configurations limits the axial scans in both directions to approximately 16% of the code volume not being examined. The circumferential scan is limited to one side only, with 100 %

examined. Thus, a limitation of approximately 33% of the code volume was not examined in both directions for the axial and circumferential scans. Refer to pages 3 through 10 for the weld locations, data, profiles, and sketches. There were no recordable indications identified by these best effort examinations.

Based on the high percentage of the examination volume completed, and lack of any reportable indications, there is a high level of confidence in the structural integrity of the welds. There is no anticipated impact upon the overall plant quality and safety, and the granting of the relief should not jeopardize the health and safety of the public.

VI. Duration of Proposed Alternative:

The relief is requested for Comanche Peak Steam Electric Station Unit 2, third period, second outage, of the first 10-year interval.

II. Code Requirement for Which Relief is Requested:

At the time of the inspection CPSES Unit 2 was required to perform examinations of selected welds in accordance with the requirements of 10 CFR 50.55a, and the 1986 Edition, no Addenda, of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, Rules for Inservice Inspection of Nuclear Power Plant Components. The Code invokes the examination requirements of Figure IWB-2500-6.

Weld Numbers TCX-1-3100-3-1 and TCX-1-3100-4-1 Table IWB-2500-1. Examination Category B-B, Code Item No. B2.40, Figure IWB-2500-6. The subject welds are full penetration welds, with each weld requiring 100% volumetric examination of the channel head to tubesheet welds, as defined in Figure IWB-2500-6.

III. Impracticality of Compliance:

The examination coverage is limited by interferences from the steam generator tubesheet flange, steam generator supports, and welded insulation support pads.

(Refer to the attached sketches on pages 7 and 8.) Therefore, pursuant to the requirements of 10 CFR 50.55a(g)(5)(iii) relief is requested from performing 100% volumetric examination requirements per Figure IWB-2500-6.

Inservice Inspection Impracticality I. System/Component for Which Relief is Requested:

Welded Attachment to the Main Steam Piping for Support, TCX-2-2400-H2

11. Code Requirement for Which Relief is Requested:

At the time of the inspection CPSES Unit 2 was required to perform examinations of selected welds in accordance with the requirements of 10 CFR 50.55a, and the 1986 Edition, noAddenda, of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, Rules for Inservice Inspection of Nuclear Power Plant Components. The Code invokes the examination requirements of Figure IWC-2500-5 Welded Attachment for Main Steam Pipe Support, TCX-2-2400-H2 Table IWC-2500-1. Examination Category C-C, Code Item No. C3.20, Figure IWC-2500-5. The weld of the plate to the pipe is a fillet weld, welded all around the pipe, and requires 100% surface examination of the required areas as defined in Figure IWC-2500-5.

III. Impracticality of Compliance:

The examination area of the welded attachment to the pipe is limited by physical interferences from pipe whip restraint, MS-2-004-906-C67W. (Refer to pages 6 and 7). Therefore, pursuant to the requirements of I OCFR 50.55a(g)(5)(iii) relief is requested from performing 100% surface examination requirements per Figure IWC-2500-5.

Inservice Inspection Impracticality IV. Burden Caused by Compliance:

The examination area is limited by physical interferences from pipe whip restraint MS-2-004-906-C67W. This condition makes 100% examination coverage impractical for this weld. In order to gain access to this weld for examination purposes, the pipe whip restraint would require a design modification. Imposition of this requirement would be a significant burden to TXU Power.

V. Proposed Alternative and Basis for Use:

There are no proposed alternatives. TXU Power has examined a significant portion of the welds, obtaining approximately 75% coverage for the welded attachment to the main steam piping for support TCX-2-2400-H2.

The subject welds were examined to the maximum extent possible. The pressure boundary for the welded attachment consisted of two, 20"x 21 "x 1.5" thick bent plates welded all around to the 32" main steam line. The closeness of pipe whip restraint MS-2-004-906-C67W limited the access to the welds, with a total code weld area of approximately 25% not examined. Refer to pages 3 through 7 for the support location, support drawing, surface examination data. There were no recordable indications identified by this best effort examination.

Based on the high percentage of the examination area completed, and the lack of any reportable conditions, there is a high level of confidence in the continued structural integrity of the welds. There is no impact upon the overall plant quality and safety, and granting of the relief should not jeopardize the health and safety of the public.

VI. Duration of Proposed Alternative:.

The relief is requested for Comanche Peak Steam Electric Station Unit 2, third period, second outage, of the first 10-year interval.
