Dear Principal Chief Baker:

The.U.S. Nuclear Regulatory Commission (NRC) is conducting an environmental review of the effects of renewing the operating license for Sequoyah Nuclear Plant (SON), Units 1 and 2 ...

SON is located in Hamilton County. Tennessee, approximately 6 miles east of Soddy-Daisy.

Tennessee, on a peninsula on the western shore of the Chickamauga Reservoir. SON is operated by the Tennessee Valley Authority (TVA). The application for renewal was submitted by TVA in a letter dated Jcmuary 15. 2013, pursuant to Title 10 ofthe Code of Federal Regulations Part 54 (10 CFR Part 54). Under NRC regulations, the original operating license for a nuclear power plant is issued for up to 40 years, and the license may be renewed for up to 20 years. The current operating license for SON, Units 1 and 2, will expire on September 17, 2020, and September 15,2021. respectively. The requested renewals would extend the license expiration dates for SON, Units 1 and 2, to September 17,2040, and September 15, 2041, respectively.

r As part of the NRC's review. a site-specific supplemental environmental impact statement (SEIS) to its "Generic Environmental Impact Statement for License Renewal of Nuclear Plants" (GElS), NUREG-1437, will be prepared under 10 CFR Part 51, the NRC's regulation that implements the National Environment Policy Act of 1969. The SEIS will include an analysis of environmental issues and will include analyses of potential impacts to historic and archaeol6gic~1 resources, terrestrial ecology, aquatic ecology, hydrology, and socioeconomic issues (among others) and will contain a recommendation regarding the environmental acceptability of the license renewal action. In addition, as outlined in 36 CFR 800.8, the NRC plans to coordinate compliance with Section 106 of the National Historic Preservation Act (NHPA) through the requirements of the National Environmental Policy Act.

As your Tribe has historic ties to Tennessee, the NRC invites you to provide input to the scoping process relating to the NRC's environmental review of the application. The following Tribal Nations will also be contacted for their comments and will receive a similar letter: the Chickasaw Nation, Alabama Ouassarte Tribal Town, the Muscogee (Creek) Nation, the Alabama-Coushatta Tribe of Texas, Thlopthlocco Tribal Town, the Eastern Shawnee Tribe of Oklahoma, Kialegee Tribal Town, the Eastern Band of the Cherokee Indians, the Absentee Shawnee Tribe of Oklahoma. the United Keetoowah Band of Cherokee Indians in Oklahoma, the Seminole Tribe of Florida, the Seminole Nation of Oklahoma, and the Shawnee Tribe.

The U.S. Nuclear Regulatory Commission (NRC) is conducting an environmental review of the effects of renewing the operating license for Sequoyah Nuclear Plant (SON), Units 1 and 2.

SON is located in Hamilton County, Tennessee, approximately 6 miles east of Soddy-Daisy, Tennessee, on a peninsula on the western shore of the Chickamauga Reservoir. SON is operated by the Tennessee Valley Authority (TVA). The application for renewal was submitted by TVA in a letter dated January 15, 2013, pursuant to Title 10 of the Code of Federal Regulations Part 54 (10 CFR Part 54). Under NRC regulations, the original operating license for a nuclear power plant is issued for up to 40 years, and the license may be renewed for up to 20 years. The current operating license for SON, Units 1 and 2, will expire on September 17, 2020, and September 15, 2021, respectively. The requested renewals would extend the license expiration dates for SON, Units 1 and 2, to September 17, 2040, and September 15, 2041, respectively. .

As part of the NRC's review, a site-specific supplemental environmental impact statement (SEIS) to its "Generic Environmental Impact Statement for License Renewal of Nuclear Plants" (GElS), NUREG-1437, will be prepared under 10 CFR Part 51, the NRC's regulation that implements the National Environment Policy Act of 1969. The SEIS will include an analysis of environmental issues and will include analyses of potential impacts to historic and . .

archaeological resources, terrestrial ecology, aquatic ecology, hydrology, and socioeconomic issues (among others) and will contain a recommendation regarding the environmental acceptability of the license renewal action. In addition, as outlined in 36 CFR 800.8, the NRC plans to coordinate compliance with Section 106 of the National Historic Preservation Act (NHPA) through the requirements of the National Environmental Policy Act.

As your Tribe has historic ties to Tennessee, the NRC invites you to provide input to the scoping process relating to the NRC's environmental review of the application.
