On August 16, 2012, the NRC completed its mid-cycle performance review of North Anna Power Station Units 1 and 2. The NRC reviewed the most recent quarterly performance indicators (PIs) in addition to inspection results and enforcement actions from July 1, 2011, through June 30, 2012. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility. This assessment reflects the integration of the Security Cornerstone into the ROP performance assessment program governed by IMC 0305, Operating Reactor Assessment Program. The security inspection plan will be sent via separate correspondence. | |||
The NRC determined the performance at North Anna Power Station Units 1 and 2 during the most recent quarter was within the Regulatory Response Column of the NRCs Reactor Oversight Process (ROP) Action Matrix because a White finding for both units in Mitigating Systems cornerstone was issued on May 8, 2012, for failure to establish and maintain emergency diesel generator (EDG) maintenance procedures associated with the 2H EDG jacket water cooling inlet jumper gasket. The NRC determined that both units had been in the Regulatory Response Column since the fourth quarter of 2011. | |||
On July 26, 2012, your staff notified the NRC of your readiness for it to conduct a supplemental inspection to review the actions taken to address the performance issue. Therefore, in addition to ROP baseline inspections, the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure 95001, Inspection for One or Two White Inputs in a Strategic Performance Area, beginning September 10, 2012. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence. | |||
D. Heacock 2 The enclosed inspection plan lists the inspections scheduled through December 31, 2013. In addition to the baseline inspections, we will conduct the Operating License Initial Exam, Temporary Instruction (TI) 2515/177, Managing Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, TI 2515/182, Review of the Implementation of the Industry Initiative to Control Degradation of Underground Piping and Tanks, and consistent with the Agencys actions related to Fukushima, TI-2515/187, Inspection of Near-Term Task Force Recommendation 2.3 Flooding Walkdowns and TI-2515/188 Inspection of Near-Term Task Force Recommendation 2.3 Seismic Walkdowns. Routine inspections performed by the resident inspectors are not included in the inspection plan. The inspections listed during the last nine months of the inspection plan are tentative and may be revised at the end-of-cycle performance review. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. | |||
