While performing startup prerequisite testing of V-2-53B, the recirc pump discharge valve (required to close when needed as a boundary valve for LPCI) was successfully shut but would not open fully. While rapair was underway, the mode switch was taken out of startup for other startup prerequisite testing. The plant was maintained below 212*F until V-2-53B was returned to service. During the entire period in which V-2-53B was not available, the plant was maintained at zero power on shutdown cooling and was not made critical until the valve was returned to service. Based on the above, there were no consequences to public health and safety due to this event. There have been no similar occurrences reported t. the Commission.,
