The U.S. Nuclear Regulatory Commission (NRC) staff has completed final plant-specific Supplement 53 to NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS)," regarding the renewal of operating licenses DPR-77 and DPR-79 for an additional 20 years of operation for Sequoyah Nuclear Plant (SQN), Units 1 and 2. Enclosed is a copy of the final supplement and the associated Federal Register Notice of Availability. This notice advises the public that the final supplement is publicly available at the NRC public document room (PDR) or from the NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The Accession Number for final Supplement 53 is ML15075A438. In addition, the following library has agreed to make the final supplement available: Chattanooga-Hamilton County Library, Northgate Branch, 520 Northgate Mall, Chattanooga, TN 37415. As discussed in Chapter 5 of the final supplement, the recommendation is that the adverse environmental impacts of license renewal for SQN are not great enough to deny the option of license renewal for energy-planning decisionmakers. This recommendation is based on:   (1) the analysis and findings in the GElS; (2) review of the SQN Environmental Report; (3) consultation with Federal, State, local, and Tribal agencies; (4) the NRC staff's independent review; and (5) the NRC staff's consideration of public comments received during the scoping process and on the draft supplement.

NOTICE OF AVAILABILITY OF THE FINAL PLANT-SPECIFIC SUPPLEMENT 53 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING SEQUOYAH NUCLEAR PLANT, UNITS 1 & 2 (TAC NOS. MF0057 AND MF0058)

Dear Mr. Shea:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed final plant-specific Supplement 53 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the renewal of operating licenses DPR-77 and DPR-79 for an additional 20 years of operation for Sequoyah Nuclear Plant (SQN), Units 1 and 2.

This recommendation is based on:

(1) the analysis and findings in the GElS; (2) review of the SQN Environmental Report; (3) consultation with Federal, State, local, and Tribal agencies; (4) the NRC staff's independent review; and (5) the NRC staff's consideration of public comments received during the scoping process and on the draft supplement.

M.Shea A separate Notice of Availability of the final supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency. If you have any questions regarding this matter, please contact Mr. David Drucker, Senior Project Manager, for the environmental review of the SQN license renewal application, by telephone at 301-415-6223 or by e-mail at david.drucker@nrc.gov.

Sincerely,

/RA/
