The staff has completed its review of South Texas Project Physical Security Plan (PSP)
Revision 23, Safeguards Information Local Area Network/Electronic Safe (SLES) (NS122575) which was submitted by the South Texas Project Nuclear Operating Company to the U. S.
Nuclear Regulatory Commission (NRC) by letter dated July 18, 2018, pursuant to the provisions of Title 10 of the Code of Federal Regulations paragraph 50.54(p)(2).
Based on our review, we find the submitted PSP to be acceptable and the South Texas Project PSP Revision 23 has met the applicable performance objectives and general requirements outlined in 10 CFR Section 73.55, and the Additional Security Measures (ASMs) imposed by NRC Order EA-14-190, Implementation of Additional Security Measures and Fingerprinting for Unescorted Access for South Texas Project Electric Generating Station Independent Spent Fuel Storage Installation.
A physical security inspection (Inspection Report Nos.: 05000498/2018404, 0500499/2018404 and 07201041/2018401) was completed on October 4, 2018, which verified the PSP successfully meets the objectives outlined in Inspection Procedure 81311. Based on staffs observations, the South Texas Project PSP Revision 23 has met the performance objectives and general requirements outlined in 10 CFR Section 73.55 and the ASMs imposed by the NRC.
