DATE & TIME: Monday, December 3,2012 1:30 p.m. - 2:30 p.m.

LOCATION: U.S. Nuclear Regulatory Commission 11555 Rockville Pike, Room 0-09B2 Rockville, Maryland PURPOSE: Conference call public meeting between STP Nuclear Operating Company (STPNOC) and U.S. Nuclear Regulatory Commission (NRC) staff to discuss Generic Safety Issue (GSI) 191, "Assessment of Debris Accumulation on PWR [Pressurized-Water Reactor1 Sump Performance." STPNOC will discuss licensing strategy, including the potential need for an exemption request and/or license amendment request for South Texas Project, Units 1 and 2.

CATEGORY*: This is a Category 1 Meeting via conference call. The public is invited to participate in this meeting and will have one or more opportunities to communicate with the NRC after the business portion, but before the meeting is adjourned.

  • The licensee will provide its licensing approach to the following issues related to resolution of Generic Safety Issue (GSI) -191 :
1. STPNOC will discuss whether or not it plans to submit an exemption request only, or a license amendment request concurrent with an exemption request.
2. The scope of a potential exemption request: STPNOC will discuss whether or not it expects to request an exemption from Title 10 of the Code of Federal Regulations (10 CFR) 50.46(b)(5) only, or from other portions of 10 CFR 50.46 and the 10 CFR Part 50, Appendix A, General Design Criteria (GDC), such as GDC 35, "Emergency core cooling."
3. The licensee will provide in advance of the meeting the wording of its proposed exemption request, for staff review and discussion.
