Plant Licensing Branch IV Division of Operating Reactor Licensin Office of Nuclear Reactor Regulation SOUTH TEXAS PROJECT, UNIT 2 - NOTIFICATION OF ADMINISTRATIVE CORRECTION TO THE RENEWED FACILITY OPERATING LICENSE During the review of the draft South Texas Project (STP) Renewed Facility Operating Licenses conducted as part of the concurrence process for the STP License Renewal, the Division of Operating Reactor Licensing Project Manager identified an error in the draft license for STP, Unit 2. The date provided for the U.S. Nuclear Regulatory Commission (NRC) staff's final environmental assessment under Section D "Exemptions," Item 2.D.(1), was December 16, 1986; the actual date for the staff's environmental assessment was December 16, 1988, as published in the Federal Register (53 FR 50605). The error was noted to be on the authority copy as well, and transferred to the draft renewed license.
The original full-power license for STP Unit 2 was issued on March 28, 1989, and was found to have the correct date of December 16, 1988 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML021330734), in Item 2.D.(1). The first amendment impacting Item 2.D.(1) of the STP, Unit 2 license, was Amendment No. 80, issued on November 17, 1997 (ADAMS Accession No. ML021330137). This appears to be when the error was introduced by the NRC staff.
The environmental assessment date in Item 2.D.(1) will be corrected as part of the Renewed Facility Operating License issuance for STP, Unit 2. The licensee was notified on August 17, 2017, of this proposed change.
