5000362/2007402 - NOTICE OF VIOLATIONDear Mr. Rosenblum:

This refers to the in-office inspection conducted between October 30, 2006, and February 2, 2007, of your San Onofre Nuclear Generating Station facility. The purpose of the

inspection was to follow up on security events that occurred between January 1 and

February 15, 2006. The enclosed report presents the results of this inspection, which were

discussed on February 16, 2007, with Mr. J. Todd, Manager, Security, and other members of

your staff.Based on the results of this inspection, the NRC has determined that two Severity Level IVviolations of NRC requirements occurred. The violations were evaluated in accordance with the

NRC Enforcement Policy included on the NRC's Web site at www.nrc.gov. The violations arecited in the enclosed Notice of Violation (Notice) and the circumstances surrounding them are

described in detail in the subject inspection report. The violations are being cited in the Notice

because willfulness was involved.You are required to respond to this letter and should follow the instructions specified in theenclosed Notice when preparing your response. The NRC will use your response, in part, to

determine whether further enforcement action is necessary to ensure compliance with

regulatory requirements.
