: 1. The licensee's handout material has been docketed and is publicly available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML08261 0237. During the meeting, Palisades SFP layout and historical background of the current issue with SFP racks and SFP criticality was discussed between the licensee and the NRC staff. The licensee presented their proposed plan for resolving Palisades SFP criticality issue, consisting of two phases. In the first phase, licensee plans to submit a license amendment request (LAR) to re-establish compliance with their Technical Specifications and Title 10 of the Code of Federal Regulations (10 CFR) 50.68. This submittal will be particularly straight forward and conservative to facilitate an expeditious review and approval by the NRC. During the meeting the NRC staff stressed the importance of a high quality clearly articulated submittal in order to provide the best opportunity to meet the licensee's scheduled refueling outage. In the second phase, a more rigorous analysis incorporating appropriate surveillance requirements will be incorporated into a LAR to be submitted by the licensee in 2009. The second phase LAR will include a more complex analysis that removes excess conservatism intended to facilitate the review of the first, and restores as much SFP storage capacity as is practical.
