OF THE MARCH 12,2009, PRE APPLICATION MEETING WITH ENTERGY NUCLEAR OPERATIONS, INC TO DISCUSS SPENT FUEL CRITICALITY AMENDMENT (TAC NO. ME0708)

On March 12, 2009, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with representatives of Entergy Nuclear Operations, Inc. (ENO) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss future license amendment request (LAR) which Entergy plans to submit for resolution of Spent Fuel Pool (SFP) Criticality issue for Palisades Nuclear Plant (PNP). A list of attendees is provided as an Enclosure.

The licensee's handout material has been docketed and is publicly available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML090720708. In a previous pre-application meeting on September 16, 2008 (ADAMS Accession No. ML082681140), ENO had described a two phase approach to resolving the SFP criticality issues. The first phase consisted of an interim license amendment which was issued by NRC on February 6,2009 (ADAMS Accession No. ML090160238).

This pre-application meeting was to discuss the second phase, during which the licensee plans to perform a more rigorous analysis incorporating appropriate surveillance requirements into a LAR to be submitted by the licensee in 2009. The second phase LAR will include a more complex analysis that removes excess conservatism intended to restore as much SFP storage capacity as is practical.

The NRC staff asked questions on various topics during the presentation, such as burn-up uncertainty, credit taken for carborundum, BADGER testing and the new surveillance requirements, which the licensee plans to propose in the LAR. The licensee plans to engage the NRC staff in further discussions after working out the details of the submittal.
